June 6, 2019 Regular Meeting

The Regular Monthly Meeting of the Montour Township Board of Supervisors was called to order on June 6, 2019 at 7:30PM, by Chairman Lori Ebright.  All members were present.

 

The Pledge of Allegiance was recited.

A Moment of Silence was observed.

PUBLIC COMMENT:

No Comment

MINUTES:

A MOTION was made by Mr. Hinkle and seconded by Ms. Woodward to approve the May 9, 2019 minutes.   Motion carried. A MOTION was made by Ms. Woodward and seconded by Mr. Hinkle to approve the minutes of the special meeting from May 23, 2019. Motion carried.  A MOTION was made by Mr. Hinkle and seconded by Ms. Woodward to approve the minutes of the special meeting held on May 28, 2019.  Motion carried.

BILLS DUE FOR PAYMENT:

A MOTION was made by Ms. Woodward, seconded by Mr. Hinkle to accept payment of the bills.

OLD BUSINESS:

PUBLIC SEWER:

Nothing to report.

BUDGET VS ACTUAL EXPENSE:

Nothing new to report. 

CODE OF ORDIANCE UPDATE:

Nothing new to report.

PERRY AVENUE EXTENSION:

Nothing new to report.

SUSQUEHANNA RV RELEASE #4:

Nothing new to report.

ZONING MAP:   

A recommendation will be sent to the supervisors to change the zoning to SR north of Ridge Road. 

309 INDIAN STREET:

A deed has been obtained by the owner so the township now owns this property.

AG SECURITY HEARING:

This is completed for the Giger property and Young property.  Both are now added to the ASA.

AVON AVENUE BOUNDARY RETRACEMENT SURVEY:

The township was not required to do anything.  The individual chose not to do a survey.

 

 

NEW BUSINESS:

MEETING ROOM CHAIRS:   Ms. Woodward found meeting room chairs on sale at Staples for $129.99 each.  A MOTION was made by Mrs. Ebright and seconded by Mr. Hinkle to purchase 3 chairs.  Motion carried.

BURNING ISSUE IN SUNKEN HEIGHTS:   Some complaints have come in regarding outdoor burning in the Sunken Heights area.  We are requesting residents to please call us if they have a burning issue to report.

OFFICE JOB POSITIONS:   A MOTION was made by Mr. Hinkle and seconded by Ms. Woodward to reassign Mrs. Berkes to the position of township clerk.  Motion carried.  A MOTION was made by Ms. Woodward and seconded by Mr. Hinkle to reassign Mrs. Ebright to the position of township secretary.  Motion carried.

ZONING OFFICERS/CODE ENFORCEMENT OFFICER’S REPORT:

Report submitted. 

PUBLIC WORKS REPORT:

Nothing new to report.  A discussion was held on Grove Avenue.  Solicitor Roberts and Mr. Hinkle will look into this.  

POLICE DEPARTMENT REPORT:

Report submitted.

FIRE DEPARTMENT REPORT:

A report was submitted.  Solicitor Roberts will check with PSATS regarding a sample ordinance requiring residents to have reflective house addresses posted on their property.  During emergencies, some residences are difficult to locate.

PUBLIC COMMENT:

No comment.

 

A MOTION was made by Ms. Woodward and seconded by Mr. Hinkle to adopt an ordinance to increase the compensation for township supervisors from $1500 to $1875 beginning with a new term of office.  Salaries are not raised for incumbent supervisors.  Motion carried.

 

Solicitor Roberts announced his retirement as township solicitor effective in August.  He has been solicitor since 1976 and has been a wonderful asset to our township.

The next meeting will be held July 11, 2019 at 7:30 PM.
