May 9, 2019 Regular Meeting

The Regular Monthly Meeting of the Montour Township Board of Supervisors was called to order on May 9, 2019 at 7:30PM, by Chairman Lori Ebright.  All members were present.

 

The Pledge of Allegiance was recited.

A Moment of Silence was observed.

PUBLIC COMMENT:

Dave VanHorn from 91 Colonial Avenue had questions concerning paper street and items in the right of way.  Solicitor Roberts explained this is a property owner problem, not a township issue.

BID OPENING:   Mr. Hinkle opened bids from Hammaker and Midland for Valley Road. Hammaker submitted a bid for $68,875.45 and Midland submitted a bid for $67,831.09.  A MOTION was made by Mr. Hinkle, seconded by Ms. Woodward to accept the bid from Midland Asphalt in the amount of $67,831.09.  Motion carried.

MINUTES:

A MOTION was made by Ms. Woodward and seconded by Mr. Hinkle to approve the April 11, 2019 minutes.   Motion carried.

BILLS DUE FOR PAYMENT:

A MOTION was made by Ms. Woodward, seconded by Mr. Hinkle to accept payment of the bills and ratify the amount of $17,441.61 for general fund bills from April.  Motion carried.

OLD BUSINESS:

PUBLIC SEWER:

Replacement meters were put on pump stations.  The extension for Spade Avenue is still on hold.

BUDGET VS ACTUAL EXPENSE:

Nothing new to report. 

CODE OF ORDIANCE UPDATE:

Nothing new to report.                                                                                                                                                                

PERRY AVENUE EXTENSION:

Nothing new to report.

SUSQUEHANNA RV RELEASE #4:

Nothing new to report.

ZONING MAP:   

Planning Commission and the Supervisors met to discuss the zoning map.

309 INDIAN STREET:

The owner has provided the Township with a deed. Solicitor Roberts will do a title search.

AG SECURITY HEARING:

Hearing will be held May 28 for Giger and Young properties.

AVON AVENUE BOUNDARY RETRACEMENT SURVEY:

Nothing to report.

 

 

NEW BUSINESS:

NEW VOTING LOCATION FOR TOWNSHIP:  The new voting location will be held at the Deussen Drive Christian Church.

RESIGNATION OF TERRY HOOVER FROM PLANNING COMMISSION:   A motion was made by Linda Woodward, seconded by Lori Ebright to accept the resignation of Terry Hoover from the Planning Commission.  Motion carried.

RESOLUTION OF HOUSE BILL 349:   Legislation is proposed to require municipalities to have at least 2 service providers for enforcement uniform construction code.  We currently have 1.  We have been asked to oppose this bill.  A MOTION was made by Mrs. Ebright, seconded by Mr. Hinkle to oppose this house bill.  Motion carried.

RIGHT TO KNOW LAW REQUEST:

The state association is asking that we adopt a resolution asking legislature to amend the right to know law due to numerous requests.  This will keep right to know requests in a reasonable time and request.  A MOTION was made by Mr. Hinkle, seconded by Ms. Woodward to adopt this resolution.  Motion carried.

SUPERVISOR COMPENSTION:

Municipalities with a population of under 5000 has a maximum compensation of $1875.   Currently they make $1500 per year.  A MOTION was made by Ms. Woodward, seconded by Mr. Hinkle to go ahead and advertise this amendment.

ZONING HEARING BOARD MEMBERS

A MOTION was made by Ms. Woodward, seconded by Mr. Hinkle to appoint Bob Webber as a new member of the Zoning Hearing Board.  Motion carried.

FULL-TIME SECRETARY HOURS:

A MOTION was made by Ms. Woodward, seconded by Mr. Hinkle to increase the secretary hours to 32 hours per week.  Motion carried.  Mrs. Ebright abstained from the vote.

ZONING OFFICERS/CODE ENFORCEMENT OFFICER’S REPORT:

Report submitted. 

PUBLIC WORKS REPORT:

Mr. Hinkle reported they will be doing repairs at the intersection of Golden Valley.   They will also be fixing the dips in the roads on Avon Avenue and Middle Avenue.  We may have some money left over to put toward the paving at the police station.  They are also in need of a generator.   A MOTION was made by Mrs. Ebright seconded by Ms. Woodward to purchase new safety shirts for the road crew at an approximate cost of $96.00.  Motion carried.

POLICE DEPARTMENT REPORT:

Report submitted.

FIRE DEPARTMENT REPORT:

A report was submitted. 

PUBLIC COMMENT:

No comment.

 

An executive session was held before the meeting to consult with council concerning possible litigation.
