March 21, 2019 Regular Meeting

The Regular Monthly Meeting of the Montour Township Board of Supervisors was called to order on March 21, 2019 at 7:30PM, by Chairman Lori Ebright.  All members were present.

 

The Pledge of Allegiance was recited.

A Moment of Silence was observed.

PUBLIC COMMENT:

There was no public comment.

MINUTES:

A MOTION was made by Ms. Woodward, and seconded by Mr. Hinkle to approve the February 14, 2019 minutes.   Motion carried.

BILLS DUE FOR PAYMENT:

A MOTION was made by Mr. Hinkle and seconded by Ms. Woodward to approve the bills for payment. Motion carried.

OLD BUSINESS:

PUBLIC SEWER:

They are ready to proceed with raising the wiring in Pump Station #4

BUDGET VS ACTUAL EXPENSE:

Nothing new to report.

CODE OF ORDIANCE UPDATE:

Nothing new to report.                                                                                                                                                                

PERRY AVENUE EXTENSION:

Mr. Stoner said it would be starting next month.

SUSQUEHANNA RV RELEASE #4:

Nothing new to report.

ZONING MAP:   

Mr. Mullen questioned the role of Supervisors and interjecting during Planning Commission meetings.  Solicitor Roberts advised that the chairman could call the individual out of order.

JERRY WALLS PROPOSAL:

Mr. Hoover stated the planning commission is happy with the revised contract that states Mr. Walls will only be used on an as needed basis. 

A MOTION was made by Ms. Woodward, seconded by Mr. Hinkle to approve the revised contract. Motion carried.

NEW BUSINESS:

GENERATOR:

Mr. Hinkle mentioned there is not a generator available for the Police Station or maintenance shed.  There was one purchased as a back-up but the injector pump is bad and would cost $2,000 to $3,000 to fix.   They would like to sell it as is and purchase a new one.  Chief Eckart spoke with Jarrard Electric and it would cost approximately $11,000.  We could possibly use leftover money from the roof project and anything else we can generate any further monies. 

ID MACHINE:

Chief Eckart has requested an ID machine to be used to make photo ids for the township.  A MOTION was made by Mr. Hinkle seconded by Ms. Woodward.  Motion carried.

ZONING OFFICERS/CODE ENFORCEMENT OFFICER’S REPORT:

Report submitted.  Work is moving forward on abandoned homes.

PUBLIC WORKS REPORT:

A quote was received from Jay Buck for $16,455.00 for the total job.  This would include both sides of the roof along with fixing the facia.  Another bid received last year was for $40,000.  Solicitor Roberts said we need to have 3 quotes.  Mr. Hinkle will try to obtain these by the next meeting.  They want to do a fiber seal coat on Valley Road from Route 11 to Quarry.  Cost of approximately, $63,000.  They hope to open the bids in May. 

PLANNING COMMISSION MEMBERS:

Joe Mullen said the board recommended Melissa Matthews to the planning commission with Deb Midkiff being an alternate.  A MOTION was made by Ms. Woodward and seconded by Mr. Hinkle to appoint Ms. Matthews to the board with Ms. Midfiff as an alternate.  Motion carried.

POLICE DEPARTMENT REPORT:

A report has been submitted.  We were informed of a motorcycle rally which will be coming to the Fairgrounds the first weekend in June.  Chief Eckart has requested 12 hour shifts for the police to cover any possible situations that may arise. 

FIRE DEPARTMENT REPORT:

A report was submitted.  Chief Fosse has requested safety vests for EMT personnel.  The police may have some that could be used.

 

Solicitor Roberts announced there was an Executive Session held before the meeting.

 

A MOTION was made by Ms. Woodward, seconded by Mr. Hinkle. to adopt the revisions to the Burning Ordinance. Motion carried.

 

A Motion was made by Ms. Woodward, seconded by Mr. Hinkle, to ratify and confirm the Agriculture Security Committee with the names of David Cotner, Cynthia Cleaver, Larry Sponenberg, Shirley O’Neil and Mike Hinkle. Motion carried.

 

Steven Kurian was present with his attorney, Cleve Hummel. They wanted to discuss the easement on the sewer line.  His attorney gave the background and would like the township to extend the line across the neighbor’s property. The supervisors will discuss this matter.

 

The next meeting will be held April 11, 2019 at 7:30 PM.
