January 10, 2019 Regular Meeting

The Regular Monthly Meeting of the Montour Township Board of Supervisors was called to order on January 10th at 7:30PM, by Chairman Lori Ebright.  All members were present.

 

The Pledge of Allegiance was recited.

A Moment of Silence was observed.

PUBLIC COMMENT:

There was no public comment.

MINUTES:

A MOTION was made by Ms. Woodward, and seconded by Mr. Hinkle to approve the December 13, 2018 minutes.   Motion carried.

A MOTION WAS MADE by Mr. Hinkle and seconded by Ms. Woodward to approve the minutes of our Budget meeting on December 31, 2018.  Motion carried.

A MOTION was made by Ms. Woodward and seconded by Mr. Hinkle to accept the minutes from the January 7, 2019 Reorganization meeting.  Motion carried.

A MOTION was made by Mr. Hinkle, and seconded by Mrs. Woodward to accept the Auditors Meeting minutes.

BILLS DUE FOR PAYMENT:

A MOTION was made by Ms. Woodward and seconded by Mr. Hinkle to approve the bills for payment. Motion carried.

 

OLD BUSINESS:

PUBLIC SEWER:

Mr. Bauer needs to get the flow meter adjusted.  He met with Max Stoner and made a list of items that need to be addressed to keep the plant in good working order.  He is waiting for some figures from Max to put on the agenda.  Plans are moving ahead on raising the Indian Head Pump station.

Mr. Hinkle brought up the original grinder pumps for discussion.  He is asking if the board would like to reconsider paying a portion of the cost to replace the grinder pumps. Mr. Hinkle asked that Mr. Bauer check into what the cost of this would be. 

Mrs. Ebright reported that our sewer billing agent, Mr. Bittenbender, has asked about doing online billing for the sewer customers.  There would be a cost to pay online.  He has asked that the township   pay for half the cost of mailing letters to the residents.  A MOTION was made by Ms. Woodward                         and seconded by Mr. HInkle to approve covering this cost.  Motion carried.

SUEZ WATER:

Suez is interested in our proposal to extend the access road on Perry Avenue.  The work should begin in February or March.

BUDGET VS. ACTION EXPENSES AND REVENUE UPDATE:

A MOTION was made by Mr. Hinkle and seconded by Ms. Woodward to ratify the 2019 Budget. Motion carried.   A MOTION was made by Ms. Woodward and seconded by Mr. Hinkle to pay the bill for Innotek service for the whole year.  This will save us $311.00. Motion carried.

CODE OF ORDIANCE UPDATE:

Nothing new to report.

PERRY AVENUE EXTENSION:

Nothing new to report.

 

SUSQUEHANNA RV RELEASE #4:

Nothing new to report.

ZONING MAP:

Joe Mullen mentioned that they do not wish to use Jerry Walls for the Zoning Map.  They believe the committee can do the work on their own.  A MOTION was made by Ms. Woodward, seconded by Mr. Hinkle to retain Mr. Walls as strictly the consultant.  Motion carried.

JERRY WALLS PROPOSAL:

Much discussion was held.  It was decided to put this on hold until we speak with Terry Hoover who is the new PC Chair.

 

NEW BUSINESS:

FARMER’S MARKET:

Mr. Hinkle has proposed a Farmers Market be held on the vacant lots at Perry Avenue.  He will look for vendors who may be interested.  A MOTION was made by Mrs. Ebright and seconded by Ms. Woodward to set aside $250.00 for advertising in the newspaper. Motion carried.  Vendors would pay to rent a space and bring their own tables.   We will need to have a contract drawn up for vendors to sign for liability purposes.

PLANNING COMMISSION:

There is one vacancy on the committee.

ZONING OFFICERS/CODE ENFORCEMENT OFFICER’S REPORT:

A monthly report has been submitted.

There is a home near Indian Head that has been condemned.  A MOTION was made by Ms. Woodward, and seconded by Mr. Hinkle that Chief Eckart inspect the building.

PUBLIC WORKS REPORT:

Mr. Hinkle spoke with Midland about resurfacing Valley Road possibly this year.

POLICE DEPARTMENT REORT:

A MOTION was made by Ms. Woodward and seconded by Mr. Hinkle to accept the 2019 Police Contracts.  A monthly report was submitted.

FIRE COMPANY REPORT:

A monthly report has been submitted.  A MOTION was made by Mr. Hinkle and seconded by Ms. Woodward to accept the new fire police members for 2019. Motion carried.
