May 10, 2018 Regular Meeting

The Regular Monthly Meeting of the Montour Township Board of Supervisors was called to order on May 10, 2018 at 7:30 p.m., by Chairman Lori Ebright.  All members were present.


The Pledge of Allegiance was recited.                                                                                              

A Moment of Silence was observed.

PUBLIC COMMENT:

No comments.

MINUTES:

A MOTION was made by Ms. Woodward, seconded by Mr. Bennett to accept the minutes of the April meeting.  Motion carried.

CROSSROAD BID OPENING:

Midland Asphalt gave a bid of $82,784.00 and Hammaker East gave a bid of $82,922.00.  A MOTION was made by Ms. Woodward, seconded by Mr. Bennett to accept the bid from Midland Asphalt.  Motion carried.

BILLS DUE FOR PAYMENT:

A MOTION was made by Ms. Woodward, seconded by Mr. Bennett, to approve bills to be paid from the General Fund in the amount of $15.866.22, Special Police Account in the amount of $22.50,

Sewer Fund $22.015.21, Debit card purchases $2,126.70 and Fire Tax bills $3,119.46.  A MOTION was made by Mr. Bennett, seconded by Ms. Woodward to approve the bills for payment.  Motion carried.

 

OLD BUSINESS:

Public Sewer:

There were not any quotes received for the elevation of the pump station.  Mr. Bauer gave Mr. Stoner some other companies to check into.

BUDGET VS. ACTUAL EXPENSES AND REVENUE UPDATE:

Taxes are beginning to come in.

CODE OF ORDINANCES UPDATE:

This matter is on hold.

PERRY AVENUE EXTENSION:

Nothing new to report.

SUSQUHANNA RV RELEASE #4

Nothing new to report.

 

NEW BUSINESS

Addendum to G. Bittenbender Enterprises Agreement:

The addendum authorizes Garey Bittenbender to collect past due sewer claims.  A MOTION was made by Ms. Woodward, seconded by Mr. Bennett to approve the addendum.  Motion carried.

Township Roadside Parking Issue:

Ms. Woodward reported PennDot will be doing a study on Ridge Road.  The study should be completed by June 30th.  Mr. Lawler, the resident, commented that they have moved their vehicles off the road.

QUALITY OF LIFE ORDINANCE:

Mr. Roberts is gathering information and working on a draft. He hopes to have the Ordinance available at the June meeting.

SNOW PLOW DAMAGE COMPLAINT:

Ms. Woodward was contacted by Mr. Vanderpool from Colonial Avenue regarding damage he believes was caused to the yard by the snow plow.  He would like the township to seed the grass and place topsoil.  Mr. Hinkle said there was some grass scraped off the top.  It is on the right of the way of the township and is not located on Mr. Vanderpool’s property.  Ms. Woodward requested a letter be sent to him stating the townships stand.  Mr. Roberts will draft a letter to be sent.

ZONING OFFICERS REPORT:

A monthly report has been submitted.

PUBLIC WORKS REPORT:

Nothing new to report.

POLICE DEPARTMENT REPORT:

A monthly report has been submitted.  Mrs. Ebright thanked Corporal Stoker for all his work and helping step in to assist the Chief.

FIRE COMPANY REPORT:

A monthly report has been submitted.  Ms. Woodward would like to have the Burning Ordinance referred back to the Planning Commission.  She stated people are burning on days other than those specified.  Mrs. Ebright said Chief Fosse would like to be included in the discussion.

PUBLIC COMMENT:

Mr. Weber mentioned the letter that was sent out containing the wrong map for zoning.  A new notice will be sent out.

Solicitor Roberts stated there was an executive session prior to the meeting to discuss personnel matters, and possible litigation.

The next Regular Meeting will be held on June 7, 2018 at 7:30p.m.
