April 12, 2018 Regular Meeting

The Regular Monthly Meeting of the Montour Township Board of Supervisors was called to order on April 12, 2018 at 7:30 p.m., by Chairman Lori Ebright.  All members were present.


The Pledge of Allegiance was recited.                                                                                              

A Moment of Silence was observed.

PUBLIC COMMENT:

Mr. Rick May voiced a concern he has with the water drainage from Route 42 that is running into his backyard. Mr. Hinkle stated he will contact PennDot regarding this matter.

MINUTES:

A MOTION was made by Ms. Woodward, seconded by Mr. Bennett to accept the minutes of the March meeting.  Motion carried.

BILLS DUE FOR PAYMENT:

A MOTION was made by Ms. Woodward, seconded by Mr. Bennett, to approve bills to be paid from the General Fund in the amount of $26,988.70, Special Police Account in the amount of $539.16,

Sewer Fund $15,338.65, Debit card purchases $65.66 and Fire Tax bills $3,119.46.  A MOTION was made by Ms. Woodward, seconded by Mr. Bennett to approve the bills for payment.  Motion carried.

 

OLD BUSINESS:

Public Sewer:

Nothing new to report.

BUDGET VS. ACTUAL EXPENSES AND REVENUE UPDATE:

Mrs. Berkes report that the taxes were starting to come in.

CODE OF ORDINANCES UPDATE:

This matter is on hold.

PERRY AVENUE EXTENSION:

Nothing new to report.

SUSQUHANNA RV RELEASE #4

Nothing new to report.

 

NEW BUSINESS

Federal Rail Safety Program Resolution:

A MOTION was made by Mr. Bennett, and seconded by Mrs. Ebright, authorizing PennDOT to request Railroad Crossing alterations at Train Street from Pennsylvania Public Utility Commission. Motion carried.

New PPL contracted Rate:

A MOTION was made by Ms. Woodward, and seconded by Mr. Bennett, to accept the PPL contracted rate as proposed by Hudson Energy. Motion carried.

ZONING OFFICERS REPORT:

A monthly report has been submitted.

PUBLIC WORKS REPORT:

Mr. Hinkle reported the truck they were going to sell will not pass inspection.  He would like to advertise it and open bids in June.  They are looking at what they need to do the repair on Cross Road.  Bids will be received at the May meeting.  A MOTION was made by Ms. Woodward, seconded by Mr. Bennett to advertise for the bids for work on Cross Road.  Motion carried.

POLICE DEPARTMENT REPORT:

A monthly report has been submitted.

FIRE COMPANY REPORT:

A monthly report has been submitted.  Mrs. Ebright commented on how nice the new Fire Company sign looked on the front of the Municipal Building.  

PUBLIC COMMENT:

Mr. and Mrs. Lawler of 321 Ridge Road stated their frustration with the ongoing parking issue in front of their home. There was much discussion on this matter.

 

 

Solicitor Roberts stated there was an executive session prior to the meeting to discuss personnel matters, and possible litigation.

MEETING DATE:

The next Regular Meeting will be held on May 10th, 2018 at 7:30p.m.

 The regular June 14th Supervisors meeting will be held on June 7, 2018.

 

Ms. Woodward mention the Quality of Life Ordinance that other Township’s in the area adopting and would like the Supervisors to review these Ordinances. There will be further discussion at the May 10th regarding this matter.

 

A MOTION by acclimation to adjourn at 8:20 pm.
