October 12, 2017 Regular Meeting

The Regular Monthly Meeting of the Montour Township Board of Supervisors was called to order on October 12, 2017 at 7:30 p.m., by Chairman Joe Mullen.  All members were present.

 

The Pledge of Allegiance was recited.                                                                                              

A Moment of Silence was observed.

Mr. Mullen mentioned that he and Mike Hinkle attended a public a meeting for Williams Associates and he picked up information on the pipeline, which will be in the office for anyone wishing to see it.

PUBLIC COMMENT:

No comments.

MINUTES:

A MOTION was made by Mr. Bennett, seconded by Mr. Mullen to accept the minutes of the September meeting.  Motion carried.

BILLS DUE FOR PAYMENT:

A MOTION was made by Mrs. Ebright, seconded by Mr. Bennett, to approve bills to be paid from the General Fund in the amount of $17,475.99, Payroll in the amount of $6,095.84 Special Police Account in the amount of $981.87 Sewer Fund $11,500.74, and Debit card purchases $692.93.  Motion carried.

OLD BUSINESS:

Public Sewer:

Nothing new to report. Max Stoner suggested budgeting $40,000.00 to upgrade the pump stations. It will possibly be done in 2018.  Mr. Mullen will contact Max Stone and ask him to schedule Indian Head first.

BUDGET VS. ACTUAL EXPENSES AND REVENUE UPDATE:

Mr. Bennett had nothing to report.  

The Budget meeting will be held on Monday, October 23rd beginning at 3:30 PM.  We will set aside Tuesday, October 24th if we need to continue.  Ms. Raup will be preparing the budget forms.

CODE OF ORDINANCES UPDATE:

This is waiting the completion of the Comprehensive Plan.  November 9th will be the public hearing to vote on accepting the Comprehensive Plan.

COMPREHENSIVE PLAN AND ZONING MAP:

Will be voted on November 9th.

 WASTE PICK-UP AREA:

No Change.

PERRY AVENUE EXTENSION:

This will be an extensive project.  We need to decide if we wish to put this above other road projects. 

NEW BUSINESS:

SUSQUEHANNA GREENWAY RIVERTOWN PROGRAM

Linda Woodward has the application and will be working on it. 

SUSQUHANNA RV RELEASE #4

Mr. Roberts stated that Susquehanna RV has made some additional improvements and are requesting a further release of the security. Max Stoner recommends the township release an additional $61,754.00.  That would leave the township with $20,000.00.  A couple more items need cleaned up and the additional $20,000.00 would probably be released next month.

A MOTION was made by Mr. Mullen, seconded by Mr. Bennett, to release $61,754.00 to Susquehanna RV. Motion carried.

MONTOUR TOWNSHIP COMMUNITY NIGHT

Mr. Mullen commended Ms. Ebright for her hard work to organize the first annual Montour Township Community Night.  He thanked all involved in making the evening go smoothly.

RESOSLUTION FOR MONTOUR TOWNSHIP

The township needs to appoint a liaison between the township and Berkheimer.

A MOITON was made by Mr. Mullen, seconded by Mrs. Ebright to adopt the resolution appointing Danielle Berkes, Township Secretary as liaison for Montour Township to Berkheimer Tax Administrators. Motion carried.

ZONING OFFICE REPORT:

A monthly report was submitted.

PUBLIC WORKS REPORT:

Mr. Hinkle said Quarry Road is complete.  Work on Tower Drive has started and should be finished within the week.  Mr. Hinkle asked about advertising road projects in the paper letting residents know when roads will be worked on.  Mr. Hinkle will purchase signs for future tar and chip work.  Mr. Hinkle asked if it is possible to have his surplus in the budget carried over and designated for vehicle use or a road project next year.  There will be close to $30,000.00 not used that he would like to carry over.  Grants were received this year to help with some projects.  The road crew trucks are not in good shape, we will need to plan for this expense.  An average cost of a new truck would be between $70,000.00 and $80,000.00.

POLICE DEPARTMENT REPORT:

Chief Eckart said the surveillance system in the interrogation room has crashed.  This is needed for the safety of the officers and the township.  Chief Eckart was given a quote from Northeastern Automated for $4,893.00 for equipment and labor. 

A MOTION was made by Mrs. Ebright, seconded by Mr. Bennett, to use Northeastern Automated to replace equipment in the police station at a cost of $4,893.00.

FIRE COMPANY REPORT:

A monthly report was submitted.

PUBLIC COMMENT:

Mr. Hinkle said we will soon be seeing some movement on the gas line project.

Ms. Woodward mentioned that Josh Turner needs to step down from the planning commission and she is looking for a replacement.

MEETING DATE:

The next Regular Meeting will be held on November 9, 2017 at 7:30p.m.
