In order to best regulate and facilitate the development of Montour Township, various elected officials, boards and commissions actively operate throughout the year.

November 8, 2018 Regular Meeting

The Regular Monthly Meeting of the Montour Township Board of Supervisors was called to order on December 13, 2018 at 7:30 p.m., by Chairman Lori Ebright.  All members were present.


The Pledge of Allegiance was recited.                                                                                              

A Moment of Silence was observed.

PUBLIC COMMENT:

Road Crew was commended for pot hole maintenance throughout the township.

MINUTES:

A MOTION was made by Ms. Woodward and seconded by Mr. Hinkle to accept the minutes of the November meeting.  Motion carried.

BILLS DUE FOR PAYMENT:

A MOTION was made by Mike Hinkle, and seconded by Ms. Woodward, to approve the bills for payment. Motion carried.

NEW BUSINESS

New Planning Commission Member:

A MOTION was made to appoint Mr. Joseph Mullen, and Jim Yonkuski as new members of the Montour Township Planning Commission. Motion carried.

JERRY WALLS PROPOSAL:

Some discussion was held regarding the proposal.  This matter was put on hold.

An Executive Session was held on November 13, 2018 regarding personnel matters. A brief Executive Session will be held after the meeting regarding possible litigation.

A Special Meeting will be held on December 31, 2018 at 9:00am to Adopt a Resolution to Accept the 2019 Budget.

 

PUBLIC COMMENT:

Joseph Mullen presented a question regarding audit advertising.

October 11, 2018 Regular Meeting

The Regular Monthly Meeting of the Montour Township Board of Supervisors was called to order on October 11, 2018 at 7:30 p.m., by Chairman Lori Ebright.  All members were present.


The Pledge of Allegiance was recited.                                                                                              

A Moment of Silence was observed.

PUBLIC COMMENT:

A MOTION was made by Ms. Woodward and seconded by Ms. Ebright, to recalculate the outstanding balance owed by Ms. Tracey Breicsh of 21 Hock Rd, to reflect one (1) EDU, effective August 15, 2015. Motion carried.    

Mr. Tom Ball of Boone stated his concern with a neighboring property owner, how they are modifying their driveway and the runoff from that area. Solicitor Roberts stated that he and the Township Engineer will visit the site.

MINUTES:

A MOTION was made by Ms. Woodward and seconded by Mr. Hinkle to accept the minutes of the September meeting.  Motion carried.

BILLS DUE FOR PAYMENT:

A MOTION was made by Mr. Hinkle and seconded by Ms. Woodward to approve the bills for payment. Motion carried.

OLD BUSINESS:

Public Sewer:

A MOTION was made by Ms. Woodward and seconded by Mr. Hinkle, to approval the agreement with A One Service Inc., and to issue a notice to proceed. Motion carried.

Mr. Bauer mention that the agreement does not include the decking needed for the modification.

PERRY AVENUE EXTENSION:

Solicitor Roberts mentioned that Max Stoner will be writing a letter to Suez Water Company to consider doing the Perry Ave extension in lieu of compensation for the easement to lay a new water line.

September 6, 2018 Regular Meeting

The Regular Monthly Meeting of the Montour Township Board of Supervisors was called to order on September 6, 2018 at 7:30 p.m., by Chairman Lori Ebright.  All members were present.


The Pledge of Allegiance was recited.                                                                                              

A Moment of Silence was observed.

Ms. Ebright stated only one letter of interest to fill the vacant Supervisors spot was submitted.

A MOTION was made by Ms. Ebright, seconded by Ms. Woodward to appoint Michael Hinkle as Supervisor for Montour Township, and to have his compensation for acting as Road Master be set by the Montour Township auditors. Motion carried.

PUBLIC COMMENT:

Dr. Gerry Powers of 56 Avon Avenue stated concerns regarding the regulations on mowing, clearing land with large equipment, and when a permit is needed.

Gary Harner of 117 Colonial Avenue expressed concern with a property owner marking and measuring pins.

Joseph Mullen of 42 Perry Avenue questioned the regulations for paper street easements.

Dave VanHorn responded to the question of when the grass on his property will be mowed and explained the reason for it not being mowed.

There was much discussion on the matters stated above.

NEW BUSINESS

SEDA-COG Joint Rail Authority:

A MOTION was made by Ms. Woodward and seconded by Ms. Ebright, to approve the SEDA-COG Joint Rail Authority Subdivision Plan dated January 4, 2010, and last revised June 2018, and to rescind the approval of such Plan which was last revised July 11, 2017. Motion carried.

APPOINTMENT OF NEW PLANNING COMMISSION MEMBER:

A MOTION was made by Ms. Ebright, and seconded by Ms. Woodward, to appoint Terrin Hoover a member of the Montour Township Planning Commission. Motion carried.

Ms. Woodward announced there is still a position open on the Montour Township Planning Commission.

ZONING OFFICERS REPORT:

A monthly report has been submitted. 

PUBLIC WORKS REPORT:

Mr. Hinkle stated he will be meeting with PennDOT and the FHWA at the Valley Road pipeline site, to assess damage and plan repair for the area that has eroded, caused by the heavy amount of rain we have received.

POLICE DEPARTMENT REPORT:

A monthly report has been submitted. 

FIRE COMPANY REPORT:

A monthly report has been submitted. 

PUBLIC COMMENT:

Mr. Mullen stated there was a request in the past to plow private properties in the Township and would like to know if that was still a possibility. Mr. Hinkle stated he has come to the final decision that Public Works will continue to plow the roads as they have for the past several years. They will not use private driveways to turn around.

There was discussion on tree removal and paper street right of way.

 

Community Night will be held on October 8, 2018 at 5:30pm.

The next Regular Meeting will be held on October 11, 2018 at 7:30p.m.

The Special meeting for the New Proposed Zoning Map will be held on October 18, 2018 at 6:30pm.

August 9, 2018 Regular Meeting

The Regular Monthly Meeting of the Montour Township Board of Supervisors was called to order on August 9, 2018 at 7:30 p.m., by Chairman Lori Ebright.  All members were present.


The Pledge of Allegiance was recited.                                                                                              

A Moment of Silence was observed.

 

A MOTION was made by Ms. Woodward, seconded by Mrs. Ebright to accept the resignation of Forrest Bennett from his position as Supervisor and also as a member of the Planning Commission. Motion carried.

 

Letter of interest to fill the Supervisor vacancy will be sought.

 

KLINGERMAN PROJECT:   Drew Barton from Livic Consulting gave a presentation on a new subdivision on the Klingerman property.  It would include 41 lots, to be completed in 3 phases. Some discussion was held.

 

SUEZ WATER REPLACEMENT/EXPANSION PROJECT:  Kevin Hartman from Suez Water spoke about the extension of the water line.  They would like to replace the water line on Perry Avenue to the Hemlock border which is approximately 2500 feet.  New water main will run along Route 11 on the southside shoulder.  Chief Fosse will provide input on possible fire hydrant locations for that area, with approval from PennDot.

 

PUBLIC COMMENT:

Mr. Bauer ordered one small pump.  We have not had any problems with recent rains.  Everything else is fine.

NEW BUSINESS

POSITION OPENING FOR EMA:  We are in search of a new EMA director. 

OFFICE SECURITY:   A MOTION was made by Ms. Woodward, seconded by Mrs. Ebright to go ahead and have the office window replaced.  It will be replaced by Stauffer’s Glass at a cost of $650.  Motion carried.  Office door locks have been changed and mailbox has been mounted in the hallway.

OFFICE CLEANING:

Jack Stoker cleans the police station twice a month.  The office area needs a good cleaning.  A MOTION was made by Ms. Woodward, seconded by Mrs. Ebright to have Mr. Stoker do the cleaning. Motion carried.

TAX COLLECTOR CONVENTION:  Bert Leiby would like to attend the Tax Collector Convention in October. The cost of the convention is $160.00 plus $119.00 for his hotel room.  A MOTION was made by Ms. Woodward, seconded by Mrs. Ebright to give him $200.00 toward the convention.  Motion carried.

MRM RISK MANAGEMENT:  Laura Sechler was here for our yearly review.  Some suggestions were completing hazard waste survey, first aid and CPR training for all employees, carbon monoxide detectors.  Public works should inventory all their supplies and have eye wash bottles in the shed.  Police department should go through with installing a shower at the station.

ZONING OFFICERS REPORT:

A monthly report has been submitted. 

PUBLIC WORKS REPORT:

Nothing new to report.  Mr. Reibsome reported the edges of Tower Drive are crumbling due to recent rains.  Mr. Hinkle will check into it.  Solicitor Roberts spoke about the purchase of the truck.  We do have some liquid fuels money we can use. We will probably not receive the truck until October.

POLICE DEPARTMENT REPORT:

A monthly report has been submitted.  Chief Eckart requested that the police department be able to purchase a camera to be used for investigations.  A motion was made by Mrs. Ebright, seconded by Ms. Woodward to purchase a camera at a cost not to exceed $400.00. Motion carried.

Catawissa Township for police services.  Motion carried.

FIRE COMPANY REPORT:

A monthly report has been submitted.

July 12, 2018 Regular Meeting

The Regular Monthly Meeting of the Montour Township Board of Supervisors was called to order on July 12, 2018 at 7:30 p.m., by Chairman Lori Ebright.  All members were present.

PUBLIC COMMENT:

MINUTES:

A MOTION was made by Ms. Woodward, seconded by Mr. Bennett to accept the minutes of the June meeting.  Motion carried.

BILLS DUE FOR PAYMENT:

A MOTION was made by Ms. Woodward, seconded by Mr. Bennett to approved the bills for payment.

 

 

OLD BUSINESS:

Public Sewer:

The flow meter was installed.  One equalization pump needs replaced in the next month or two.  One proposal was received for pump station #4 from A One Service from Shenandoah, the price of the proposal is $8,613.52.  No other proposals were received.  Our engineer recommended we award the proposal to this company.  A MOTION was made by Ms. Woodward, second by Mr. Bennett to accept the proposal.  Motion carried.  The proposal does not include the decking for around the pump station.

Large amount of taxes has come in.

NEW BUSINESS

QUALITY OF LIFE ORDINANCE:

Mr. Roberts had previously presented a rough draft.  Some issues have been raised by the Planning Commission.  Mr. Roberts will be speaking with Mr. Walls.  He will probably be making some changes in the draft and then redistribute it.

ZONING MAP:   Mr. Webber explained the changes that have been made to the zoning map.  Several questions were answered.  The public hearing for the zoning map will be held August 16th.

COMMUNITY NIGHT:   Will be held Monday, October 8th.  It will be held on the FEMA property on Perry Avenue.

RENEWAL OF DOMAIN NAME:

Our contract expires August 17th for our domain name of Montour Towns hip with Intrada.  A MOTION was made by Ms. Woodward, second by Mr. Bennett to renew the contract for 5 years at a cost of $60.00. Motion carried.

 

 

 

OFFICE SECUIRTY:

Keys are being collected and the doors will be rekeyed.  A locked mailbox will be mounted in the hallway for mail for the office.  Any business should try to be conducted during office hours. We also need to secure the office window.  Calls will be made to local glass companies.  Estimates will be obtained before the next meeting.

ZONING OFFICERS REPORT:

A monthly report has been submitted. 

PUBLIC WORKS REPORT:

The truck should be here by end of August or September.  We will owe approximately $15,000.  Mr. Hinkle would like to take a short -term loan and pay it off through the vehicle fund. Mrs. Berkes will speak with our new loan officer from First Columbia and set up an appointment.

POLICE DEPARTMENT REPORT:

A monthly report has been submitted.  Chief Eckart requested that Tyler Soboleski be moved to full-time.  A MOTION was made by Ms. Woodward, second by Mr. Bennett to approve this request.  Effective date will be August 1st at a salary of $38, 480.00 pro-rated for the rest of the year.  Probationary period of 6 months.  Motion carried.

A MOTION was made by Ms. Woodward, second by Mr. Bennett to approve the addendum to the contract with

Catawissa Township for police services.  Motion carried.

FIRE COMPANY REPORT:

A monthly report has been submitted. 

PUBLIC COMMENT:

No public comment.
