MAY 1, 2019 - REGULAR MEETING

Vice-Chairman Andy Keister called the Regular Monthly Meeting of the Montour Township Planning Commission to order on May 1, 2019 at 6:30pm in the municipal building, Rupert, PA.

The pledge of allegiance was recited.

Members present:  Vice-Chairman Andy Keister, Secretary Joe Mullen, Melissa Matthews and alternate Deborah Midkiff. Member absent: Jimmy Yoncuski

Resignation

Terry Hoover was thanked for his commitment to the Planning Commission and his community.  His 4/4/2019 resignation was reluctantly accepted. 

 

Member and Officers

MOTION Mellissa Matthews, second Andy Keister, to recommend the Board of Supervisors appoint alternate Deborah Midkiff a member of the Planning Commission.

MOTION Melissa Matthews, second Joe Mullen, to appoint Andy Keister as Chairman.  Motion Carried.

MOTION Melissa Matthews, second Deborah Midkiff, to appoint Joe Mullen as Vice-Chairman.  Motion Carried.

MOTION Melissa Matthews, second Andy Keister, to appoint Deborah Midkiff as Secretary.  Motion Carried.

Zoning Map

On October 18, 2018, the Montour Township Supervisors conducted a public hearing to consider the adoption of an ordinance which would amend the Township's zoning map in accordance with recommendations presented in the Township’s 2017 Comprehensive Plan.  After hearing public comments, the Supervisors voted not to accept the proposed zoning map amendments.  Subsequently, the Township’s Planning Commission has been given a charge to review the Comprehensive Plan and the proposed zoning map amendments and to submit recommendations based on the outcome of that review.

 

Flood Plain

FEMA will be asked to review our current Flood Plain Ordinance. It was decided that separate overlay maps for the Flood Plain and Flood Fringe should be created using the 100-year floodway.  Adopting a floodplain overlay district would manage development in all flood prone areas in the Township.  Zoning Officer Tim Mauk and Melissa Matthews continue this project.

 

Proposed Quality of Life Ordinance Review

A discussion of the QLO was held.  A few revisions were proposed: The Draft Ordinance will be revised following the PC recommendations and sent first for review by Solicitor Roberts and Professional Planner Jerry Walls and then to the Board of Supervisors for approval.  Tabled to the June 5, 2019 meeting.
