APRIL 3, 2019 - REGULAR MEETING

Chairman Terry Hoover called the Regular Monthly Meeting of the Montour Township Planning Commission to order on April 3, 2019 at 6:30pm in the municipal building, Rupert, PA.

The pledge of allegiance was recited. 

Members present:  Chairman Terry Hoover, Vice-Chairman Andy Keister, Secretary Joe Mullen, James Yoncuski, Melissa Matthews and alternate Debbie Midkiff.   Also present were Supervisors Lori Ebright and Linda Woodward and Zoning Officer Tim Mauk.

MOTION Jimmy Yoncuski, second Joe Mullen, to approve the agenda as revised.  Motion Carried.

MOTION Jimmy Yoncuski, second Joe Mullen, to approve the meeting minutes for February 6, 2019 as drafted.  Motion Carried.

 

Members

Melissa Matthews (member) and Debbie Midkiff (alternate) were welcomed and thanked for volunteering to serve on the Planning Commission

 

Gail Mullen Presentation

Reviewed the residential and commercial rezoning recommendations considering Pennsylvania’s land use policy and the Municipalities Planning Code.

 

Agricultural Security Area

MOTION Melissa Matthews, second Andy Keister, to recommend the Board of Supervisors approve the addition of 85.83 acres of Aaron and Deborah Young, 730 Grovania Drive, Bloomsburg to the Agriculture Security Area.  Motion Carried.

 

Development in the Township

Joe Mullen advised using the following to control development in the township:

(1) FEMA (Federal Emergency Management Agency) regulations along streams (2) Suez Franchise Zone (3) Protect and support farmlands.  The MPC requires protection of Ag property.

 

Zoning Map

MOTION Andy Keister, second Melissa Matthews, to recommend the board of supervisors change to Suburban Residential the Ridge Road property of Clint Klingerman (formerly Yvonne Katerman) with the condition that the slope will continue to be Conservation.  Township Engineer Max Stoner of Glace Associates will be asked to determine on the portion of the property where the slope becomes too steep for development.    Joe Mullen voted no because this property is prime agriculture with a yes vote from Terry Hoover, Andy Keister, Melissa Matthews and Jimmy Yoncuski. Motion Carried.  

 

MOTION Joe Mullen, second Andy Keister, to recommend the board of supervisors maintain as Conservation and Agriculture, because of wetlands, the section of property South of Route 11 along Montour Run.  Motion Carried.

 

MOTION Joe Mullen, second Jimmy Yoncuski, to recommend the board of Supervisors, maintain Agriculture Zone from Welliver Drive west to Quarry Drive, midway between Valley Road and Ridge Road including the Golden Valley subdivision. Properties north of this area to Ridge Road should remain Conservation.   Motion Carried.

 

MOTION Joe Mullen, second Jimmy Yoncuski, to recommend the board of supervisors maintain as Conservation from Township line south and west along Timber Trail (Maggie Springs Lane).  Motion Carried.

 

Flood Plain

The Commission wishes to recognize, and conserve areas designated as flood zone.  With the help of FEMA, Melissa Matthews and Tim Mauk will gather information on creating a Flood Plain Zone Overlay Map and an ordinance supporting that map.

 

MOTION Terry Hoover, second Joe Mullen, to recommend the Board of Supervisors approve an ordinance designating a flood plain zone overlay map.  Motion Carried.

 

Quality of Life Ordinance

The Commission will review the ordinance at the May meeting.  Tim Mauk asked that the junkyard section of the QLO be made a priority.
