January 8, 2019 - Regular Meeting

Chairman Terry Hoover called the Regular Monthly Meeting of the Montour Township Planning Commission to order on January 8, 2019 at 6:15pm in the municipal building, Rupert, PA.

The pledge of allegiance was recited.

Members present:  Chairman Terry Hoover, Vice-Chairman Andy Keister, Secretary Joe Mullen and James Yoncuski.  Also present was Zoning Officer Tim Mauk.

MOTION James Yoncuski, second Andy Keister, to approve the agenda as drafted.  Motion Carried.

Resignation

MOTION Terry Hoover, second Joe Mullen, to reluctantly recommend the Board of Supervisors accept Mitch Gallaher’s resignation to the Planning Commission.  He was thanked for his service. Motion Carried.

Chapter 7, Part 1: Burning Ordinance / Outdoor Fires

MOTION Terry Hoover, second Andy Keister, to recommend the Board of Supervisors accept the following revisions to the ordinance: (1) Under the definition of holiday: change to legal holiday

(2) Section 106 Contained Fire (2) add the word “legal” before holiday (3) Section 107 (2) Uncontained Fires add the word “legal” before holiday.  Solicitor Roberts will be contacted to update the ordinance. Motion Carried.

Zoning Map and Comprehensive Plan

The zoning map and comprehensive plan will be reviewed at the February 6, 2019 meeting.  The comprehensive plan must support the zoning map.   Solicitor Rich Roberts will be asked to advise. 

Quality of Life Ordinance

Solicitor Rich Roberts continues to review the Quality of Life Ordinance.

Klingerman Sketch Plan

Engineer Corey Johnson reviewed the sketch plan for the Katerman property on Ridge Road in the process of being purchased by Clint Klingerman.  It is zoned Conservation.  The entrance to the development will be Ridge Road.    A cluster development is proposed with 21 ½ acre lots. 25% of the development will be a conservation area with trees and a public walking path.   There will be no public water, so wells will be needed.  One well for each group of three houses was proposed, but the PC advised one well for each home.  Contracting sewer from Hemlock Township is being discussed. 

A variance is needed for: (1) lot size (2) cluster development (3) wells (4) Hemlock sewer.
