July 3, 2018 - Regular Meeting

Chairman Robert Webber called the Regular Monthly Meeting of the Montour Township Planning Commission to order on July 3, 2018 at 6:30pm in the municipal building, Rupert, PA.

The pledge of allegiance was recited.

Members present: Chairman Robert Webber, Vice-Chairman Forrest Bennett, Mitch Gallaher and Andrew Keister. Also present were Supervisors Lori Ebright and Linda Woodward, Professional Planner Jerry Walls and Zoning Officer Tim Mauk.

MOTION Forrest Bennett, second Andrew Keister, to approve the agenda as revised. Motion Carried.

MOTION Forrest Bennett, second Andrew Keister, to approve the minutes of the May 1, 2018 and June 5, 2018 meetings as drafted. Motion Carried.

Mr. Webber thanked Paul Kreisher for his service and input as a member of the planning commission. MOTION Forrest Bennett, second Mitch Gallaher, to recommend the Board of Supervisors accept his resignation dated 6/1/2018. Motion Carried.

MOTION Forrest Bennett, second Andy Keister, to appoint Mitch Gallaher secretary to the Planning Commission. Motion Carried.

Burning Ordinance
Andy Keister will review the current ordinance. Tabled to the August 7, 2018 meeting.

Professional Planner Jerry Walls lead a robust discussion of the Quality of Life Ordinance and the Junk Car / Junkyard issues. Recommendations (see attached) were approved, and revisions were also requested. Jerry Walls will continue to work on the ordinance updates. Tabled to the September4, 2018 meeting.

Unopened Streets
Information has been received that if streets created more than 21 years previous have not been opened, the Township has no fiscal responsibility toward them.

Adoption of New Township Zoning Map
Planning Commission members are encouraged to attend the August 16, 2018 hearing on the proposed amendment to Chapter 27 of the Zoning Ordinance concerning adoption of the revised zoning map.
