August 30, 2017 - Regular Meeting

Chairman Linda Woodward called the Montour Township Planning Commission August 30, 2017 Public Hearing on the revisions and updates to the Comprehensive Plan and Zoning Map to order at 6:30pm in the municipal building, Rupert, PA.

The pledge of allegiance was recited.

All members present:  Chairman Linda Woodward, Vice-Chairman Forrest Bennett, Secretary Robert Webber, Josh Turner and Paul Kreisher. Also present: Supervisor Lori Ebright, Supervisor Joe Mullen and Professional Planner Michelle Brummer, AICP of Gannett Fleming, Inc.

The Comprehensive plan is conceptual and to be used as a ten-year guide to update the Township ordinance.  Zoning is a separate action.

Revision of only certain areas in the floodplain to conservation was questioned.  Floodplain wetlands, and steep slopes should be conserved. The future land use map to expand Conservation to the Perry Avenue Mobile Home Park and along Legion Road, identified as areas consistently prone to flood, was discussed.

It was asked why the plan to change so much prime farmland from agriculture to suburban residential?  In Area II on the zoning map from Welliver Drive west to Quarry Drive this will increase development opportunity in the Eastern portion of the Township where public utilities are more likely to be extended.  To manage development along Route 11 some prime farmland will be zoned from Conservation to Highway Commercial.  This will be a minimal impact to prime farmland.  The Township does want to support the conservation and preservation of prime farmlands.

A paragraph will be added to the Comprehensive Plan to explain the rationale for a specific area of the Township for low income and senior housing in the Village Residential Zone.

The Suez Water Company wants to talk to the Township about a five-year plan to run water along Route 11 in the Township.
