November 9, 2017 Regular Meeting

The Regular Monthly Meeting of the Montour Township Board of Supervisors was called to order on November 9, 2017 at 7:30 p.m., by Chairman Joe Mullen.  All members were present.

 

The Pledge of Allegiance was recited.                                                                                              

A Moment of Silence was observed.

PUBLIC COMMENT:

No comments.

MINUTES:

A MOTION was made by Mr. Bennett, seconded by Mrs. Ebright to accept the minutes of the October meeting.  Motion carried.

BILLS DUE FOR PAYMENT:

A MOTION was made by Mrs. Ebright, seconded by Mr. Bennett, to approve bills to be paid from the General Fund in the amount of $104,414.92, Payroll in the amount of $6228.86, Special Police Account in the amount of $818.67, Sewer Fund $15,699.34, Debit card purchases $204.19 and Fire Tax bills $1,366.00.

 Motion carried.

OLD BUSINESS:

Comprehensive Plan:

The Plan was presented, and the Planning Commission has tweaked the Comprehensive Plan. Linda Woodward explained what has been adjusted. A resolution was approved to adopt the update to the Township’s Comprehensive Plan dated September 29, 2017.

A MOTION was made by Mr. Bennett, seconded by Ms. Ebright to adopt the Plan. Motion carried.

Public Sewer:

John Bauer reported the purchase of an extra grinder pump. The pumps will be inspected in the next month. Max Stoner will be getting quotes for the pump stations.

BUDGET VS. ACTUAL EXPENSES AND REVENUE UPDATE:

Mr. Bennett had nothing to report

A MOTION was mad by Mr. Bennett, seconded by Ms. Ebright to approve the 2018 Budget. Motion carried.

There was some discussion concerning looking at road crew salaries in the future.

CODE OF ORDINANCES UPDATE:

On hold.

COMPREHENSIVE PLAN AND ZONING MAP:

A MOTION was made by Mr. Mullen, seconded by Ms. Ebright to accept the resignation of Joshua Turner from the Planning Commission. Motion carried.

They need 1 possibly 2 people to serve on the Planning Commission.

HAZARDOUS WASTE PICK-UP AREA:

No Change.

PERRY AVENUE EXTENSION:

No change.

SUSQUEHANNA GREENWAY RIVERTOWN PROGRAM

SUSQUHANNA RV RELEASE #4

Max Stoner recommended we not release any funds until we receive something from Susquehanna RV.

NEW BUSINESS

RESOLUTION CONCERNING MINI CASINOS:

Mr. Roberts stated Pennsylvania is authorizing the licensing of 10 category 4 mini casinos. We can adopt a resolution to prohibit the placement of a mini casino is Montour Township. Some discussion was held as to the pros and cons of how a mini casino would impact the township. It was decided to do some research and decide next month.

ZONING OFFICE REPORT:

A monthly report was submitted.

PUBLIC WORKS REPORT:

Mr. Hinkle stated Tower and Quarry can now be removed from the agenda.

POLICE DEPARTMENT REPORT:

A MOTION was made by Ms. Ebright, seconded by Mr. Bennett to accept the resignation of Officer Craig Johnson effective October 17th. Motion carried.

A MOTION was made by Ms. Ebright, seconded by Mr. Bennett to hire Officer Brant Morris as a full-time officer at a salary of $16.50 per hour with a 6-month probationary period effective November 15th. Motion carried. A quoted was given for cleaning the Township Police Station at a cost of $90.00 per month.

A MOTION was made by Ms. Ebright, seconded by Mr. Mullen to hire Jack Stoker for this cleaning position. Motion carried.

Chief Eckart reported they are working on getting the shower installed at the police station.

FIRE COMPANY REPORT:

A monthly report was submitted.

CHRISTMAS DINNER:

The Township would like to hold a Christmas Dinner on Monday, December 4th at 6:00pm.  We will look for a restaurant to go to.

2018 BUDGET:

A MOTION was made by Mr. Mullen, seconded by Mr. Bennett to approve the 2018 budget.  The tax rate will stay the same.  Motion carried.
