May 11, 2017 Regular Meeting

The Regular Monthly Meeting of the Montour Township Board of Supervisors was called to order on May 11, 2017 at 7:30 p.m., by Chairman Joe Mullen.  All members were present.

                                                                                                                                            

The Pledge of Allegiance was recited.                                                                                              

A Moment of Silence was observed.

PUBLIC COMMENT:

Mr. Steve Kurian mentioned that he has concerns about gray water drainage on a neighboring property that he feels should be tied into the sewer system. Wash water is coming out on the surface.  Mr. Kurian wanted to know what he could do to move things along.  Mr. Mullen said the water should be tied into the sewer line.  Waiting for an agreement with neighboring party.  Max Stoner explained what needs to happen.  Mr. Kurian will continue to work with the neighbor.

MINUTES:

A MOTION was made, by Mr. Bennett, seconded by Ms. Ebright, to approve the Minutes of the Regular Monthly Meeting of May 11, 2017. Motion carried.

There was an executive session held on April 10, 2017 concerning personnel matters, and on May 9, 2017 concerning litigation.

BILLS DUE FOR PAYMENT:

A MOTION was made by Ms. Ebright, seconded by Mr. Bennett, to approve bills to be paid from the General Fund in the amount of $62,884.98, Sewer Fund $16,095.10, Debit Card Purchases for the month of March in the amount of $398.28, and Fire Tax Fund in the amount of $6,27

OLD BUSINESS:

PUBLIC SEWER:

STP OPERATOR’S REPORT:

Danielle Berkes, Township Secretary stated that John Bauer had questions concerning repairs needed to be done to grinder pumps and other sewer system equipment. There are products that he would need to purchase if it the Township is responsible for such repairs. 

Rich Roberts, Township Solicitor, stated that he would look into this matter.

We currently have room for 150 to 200 homes to be added to our sewer system.

Mr. Mullen mentioned that he had spoken to Bert Leiby, Montour Township Tax Collector regarding the benefits of either making a large principal payment on the Sewer Treatment Plant loan, or putting money into a long term CD with a higher interest rate.  We have been waived for MS-4.  We just need to pay $500.00 fee and we are waived for the next 5 years.

OPENING OF BIDS:

Mr. Mullen opened bids for road projects from Midland $59,643.21 and bid plus alternate of $70,759.20.  Tower road would cost an additional $21,000.  Money is coming from the Conservation District to supplement some of the cost.  Diehl Vault and Precast Incorp. Submitted a bid for the block at $45,475.00.  Belles Property Management LLC submitted a bid of $28,930.00 for Tower Road.  Hammaker East LTD submitted a bid for both base and base alternate.  Base is 93,866.70,   base plus alternate is $ 101,750.77. Base bid is strictly Quarry Road, alternate is putting block along Tower and surface on top of the road. 

A MOTION was made Mr. Mullen, seconded by Mr. Bennett, to accept the bid from Midland for the base bid and the alternate. Motion carried.

A MOTION was made by Mr. Mullen and seconded by Mr. Bennett, to accept the Deihl Vault bid for manufactured block. Motion carried.

 

KURIAN SEWER HOOK UP:

There is nothing new to report.

SEWER COLLECTIONS:

There is nothing new to report.

BUDGET VS. ACTUAL EXPENSES AND REVENUE UPDATE:

Ms. Ebright reported on the Townships financials.  Everything is doing well.  

A MOTION was made by Ms. Ebright, and seconded by Mr. Bennett, to begin using online bill pay, through First Columbia Bank. Motion carried.

FLOOD MITIGATION PROGRAM – UPDATE:

Mrs. Berkes stated that ICC Flood reimbursement checks have cleared and copies have been sent to Gerry Burke at FEMA, and the Township is now waiting for a letter stating that Project 2 has been closed.  Terry Hoover will put in a letter of resignation after Project 2 is closed.

CODE OF ORDINANCES UPDATE:

This matter is on hold.

LANDLORD REGISTRATION ORDINANCE:

A MOTION was made by Mr. Mullen, and seconded by Mr. Bennett to adopt the Landlord Registration Ordinance, as advertised. Motion carried.

COMPREHENSIVE PLAN AND ZONING MAP:

There is nothing new to report.

HAZARDOUS WASTE PICK-UP AREA:

This matter is on hold.

TOWNSHIP BUILDING ROOF:

The Township is still awaiting quotes.

NEW BUSINESS:

NEW RESIDENT WELCOME PACKETS:

Ms. Ebright stated that she had received an email from a gentleman by the name of Greg Cook, who will put together one thousand welcome packets to be given to new Township residents. The Folders will contain Township places of interest, and contact information. The packets are sponsored by 12 local businesses and given to us at no cost to the Township. 

OFFICE COMPUTER SYSTEM UPGRADE:

A MOTION was made by Ms. Ebright, and seconded by Mr. Bennett, to retain Innotek for the services outlined on the proposal date May 10, 2017, not to exceed $2,5000, and contract with them for monthly maintenance in the amount $310 per month. Motion carried.

PURCASE OF OFFICE REFRIDGERATOR:

A MOTION was made by Mr. Mullen, and seconded by Ms. Ebright, to purchase a refrigerator for the Township office, with the cost not to exceed $200. Motion carried.

WATER SOFTENER FOR TOWNSHIP BUILDING:

Mr. Bennett mentioned his concern with the hard water and damage it could cause to pipes and the plumbing system. Chief Eckart stated there is a water softener in the Township building as well as the Township shed, and the road crew is responsible for maintaining them.

RESIGNATION OF THERESA HAMPTON:

A MOTION was made by Mr. Mullen and seconded by Mr. Bennett, to accept the resignation of Theresa Hampton. Motion carried.

Kristen Baiver requested a copy of Theresa Hampton’s resignation letter for review. Solicitor Roberts reminded Ms. Baiver that she has submitted a Right-to-Know request for this information and she will be receiving a response to her Right-to-Know request. If there is anyone else interested in this information, they may also put in a written request.

PERSONNEL CHANGES:

A MOTION was made by Mr. Mullen and seconded by Ms. Ebright, to appoint Danielle Berkes, as Township Secretary, retroactive to April 10, 2017 at a pay rate of $15.00 per hour. Motion carried.

A MOTION was made by Mr. Mullen and seconded by Mr. Bennett, to appoint Lori Ebright as Assistant Secretary with a pay rate of $14.00 per hour as set by the auditors. Motion carried.

A MOTION was made by Mr. Mullen and seconded by Mr. Bennett, to accept the resignation of Lori Ebright, as Township Treasurer. Motion carried.

A MOTION was made by Mr. Mullen and seconded by Ms. Ebright, to appoint Forrest Bennett as Township Treasurer as of May 11, 2017.  Motion carried.

A MOTION was made by Mr. Mullen and seconded by Mr. Bennett, to appoint Lori Ebright as the Right-to-Know officer effective May 11, 2017. Motion carried.

RETAIN INTERSTATE TAX SERVICE TO REPRESENT TOWNSHIP:

A MOTION was made by Mr. Mullen and seconded by Mr. Bennett, to retain Interstate Tax Service, to represent the township in our unemployment case. Motion carried.

ZONING OFFICER’S REPORT AND

CODE ENFORCEMENT OFFICER’S REPORT:

A full report was submitted by Tim Mauk, Zoning/Code’s Enforcement Officer.

PUBLIC WORKS REPORT:

HOLLOW ROAD CULVERT:

There is nothing new to report.

TOWER DRIVE:

Mr. Mullen stated that bid will be going out once we receive specs from Mr. Greg Dibble.

QUARRY DRIVE:

Mr. Mullen stated that bid will be going out once we receive specs from Mr. Greg Dibble.

A MOTION was made by Mr. Mullen and seconded by Mr. Bennett to apply for $15,500 in Columbia County Liquid Fuels funds. Motion carried.

SNOW & ICE EMERGENCY ORDICANCE:

Solicitor Roberts stated that he will prepare an Amendment to the Snow and Emergency.  Perry Avenue, Train Street, Reading Street and Welliver Drive have been added.  Mr. Mullen made a motion to adopt, second by Mr. Bennett.

ROAD MASTER POSTION:

Mr. Mullen reported that Mike Hinkle already acts in the role of Road Master and has had all the training.  Mr. Mullen submitted a letter of resignation as Road Master effective May 31, 2017.  This was accepted on motion by Mr. Bennett, second Mrs. Ebright.   Mr. Mullen then made the motion to appoint Mike Hinkle as Road Master effective June 1, 2017.  A salary increase will be discussed at the next meeting.  Motion carried.

BI-WEEKLY PAY:

Several employees have requested receiving bi-weekly pays instead of monthly.

A MOTION was made by Mr. Mullen and seconded by Ms. Ebright to approve the bi-weekly pay schedule for all employees. Motion carried.

POLICE DEPARTMENT REPORT:

Chief Eckart submitted a written report of activities for the month of April 2017.

The hard drive crashed in the police office.  Chief Eckart is having the date transferred to a new computer.  He is unable to receive emails at this time.  Office Travis Stotlemeyer has resigned.  A MOTION was made by Mr. Mullen and seconded by Ms. Bright, to accept the resignation of Travis Stotlemeyer. Motion carried.

A MOTION was made Mr. Mullen made and seconded by Ms. Ebright, to hire Office Craig Johnson as a full time officer, at a salary of $16.50 per hour. Motion carried.

FIRE COMPANY REPORT:

Fire Chief Brian Fosse submitted a written report of the Fire Company activities for the month of April 2017.  

PUBLIC COMMENT PERIOD:

Max Stoner reported that $310,584.90 shouldl be released for Susquehanna RV, on motion by Mr. Mullen, second by Mr. Bennett. Motion carried.
