April 6, 2017 Regular Meeting

The Regular Monthly Meeting of the Montour Township Board of Supervisors was called to order on April 6, 2017 at 7:30 p.m., by Chairman Joe Mullen.  All members were present.

 

The Pledge of Allegiance was recited.                                                                                              

A Moment of Silence was observed.

 

PUBLIC COMMENT:

Larry Mills, of 324 Reading Street, mentioned the problem with cars parking in the turnaround area, and with people trespassing in the wooded area. He is requesting that No Parking signs be put up.

Mr. Mullen stated he will find out whether there is an Ordinance allowing this, if not the Township will consider adopting one.

 

Chief Brian Fosse, asked why plowing the parking lot was not the top priority during the most recent snow storm.

Mr. Mullen stated he will speak with Mike Hinkle, Road Foreman.

MINUTES:

A MOTION was made, by Mr. Bennett, seconded by Ms. Ebright, to approve the Minutes of the Regular Monthly Meeting of April 6, 2017. Motion carried.

BILLS DUE FOR PAYMENT:

A MOTION was made by Ms. Ebright, seconded by Mr. Bennett, to approve bills to be paid from the General Fund in the amount of $62,884.98, Sewer Fund $16,095.10, Debit Card Purchases for the month of March in the amount of $398.28, and Fire Tax Fund in the amount of $6,274.46.

A MOTION was made by Mr. Mullen, and seconded by Mr. Bennet, to pay this month’s and all future, back-hoe payments from the General Fund. 2-1 vote, Ms. Ebright voting no.

A MOTION was made by Mr. Mullen, and seconded by Mr. Bennett for reimbursement to the General Fund Vehicle Purchase account to the Highway Fund in the amount of $1,944.63. Motion carried.

A MOTION was made by Mr. Mullen and seconded by, Mr. Bennett to pay off the back-hoe loan, with General Fund monies from the Capital Purchase/Equipment acct, contingent on no prepayment penalty. Motion carried.

OLD BUSINESS:

PUBLIC SEWER:

STP OPERATOR’S REPORT:

John Bauer, Sewer Treatment Plant Operator, reported all is well with Sewer Treatment Plant operations. There was much discussion about future grinder pump replacements.

KURIAN SEWER HOOK UP:

There is nothing new to report.

SEWER COLLECTIONS:

There is nothing new to report.

BUDGET VS. ACTUAL EXPENSES AND REVENUE UPDATE:

Ms. Ebright reported on the Townships financials.  Everything is doing well.  She also mentioned that 2011 Flood Project #1 has closed and Project #2 is near closing.

 

FLOOD MITIGATION PROGRAM – UPDATE:

Previously discussed.

CODE OF ORDINANCES UPDATE:

This matter is on hold.

LANDLORD REGISTRATION ORDINANCE:

The Landlord has advertised for adoption at the May meeting.

COMPREHENSIVE PLAN AND ZONING MAP:

There is nothing new to report.

HAZARDOUS WASTE PICK-UP AREA:

This matter is on hold.

MS4 STORM WATER REQUIREMENTS:

There is nothing new to report.

TOWNSHIP BUILDING ROOF:

The Township is still awaiting quotes.

NEW BUSINESS:

COMMUNICATION SEMINAR JUNE 5TH IN BLOOMSBURG:

A MOTION was made by Ms. Ebright, and seconded by Mr. Bennett, to approve 4 to 5 employees to attend a Communication Seminar on June 5, 2017, at a cost of $139 per person. Motion carried.

ZONING OFFICER’S REPORT AND

CODE ENFORCEMENT OFFICER’S REPORT:

A full report was submitted by Tim Mauk, Zoning/Code’s Enforcement Officer.

A MOTION was by Mr. Mullen, and seconded by Mr. Bennett, to approve Tim Mauk to attend a PCCA Code Administration course at the cost of $125. Motion carried.

PUBLIC WORKS REPORT:

HOLLOW ROAD CULVERT:

There is nothing new to report.

TOWER DRIVE:

Mr. Mullen stated that bid will be going out once we receive specs from Mr. Greg Dibble.

QUARRY DRIVE:

Mr. Mullen stated that bid will be going out once we receive specs from Mr. Greg Dibble.

A MOTION was made by Mr. Mullen and seconded by Mr. Bennett to apply for $15,500 in Columbia County Liquid Fuels funds. Motion carried.

SNOW & ICE EMERGENCY ORDICANCE:

Solicitor Roberts stated that he will prepare an Amendment to the Snow and Emergency Ordinance, to be set up for Adoption.

POLICE DEPARTMENT REPORT:

Chief Eckart submitted a written report of activities for the month of March 2017.

 

A MOTION was made by Ms. Ebright and seconded by Mr. Mullen, to accept the resignation of Officer Jared Bangs, as a Full Time Officer effective April 15, 2017. Motion carried.

A MOTION was made by Ms. Ebright and seconded by Mr. Bennett, to approve Officer Bangs, at a Part Time officer effective April 15, 2017, at an hourly rate of $15.00 per hour. Motion carried.

A MOTION was made by Ms. Ebright and seconded by Mr. Bennett, to hire Office Stoker as a Full Time Officer with a yearly salary of $41,000 per year effective April 24, 2017. Motion carried.

A MOTION was made by Ms. Ebright and seconded by Mr. Bennett, to assign Office Stoker the rank of Corporal effective April 27, 2017. Motion carried.

FIRE COMPANY REPORT:

Fire Chief Brian Fosse submitted a written report of the Fire Company activities for the month of March 2017.  

PUBLIC COMMENT PERIOD:
