March 9, 2017 Regular Meeting

The Regular Monthly Meeting of the Montour Township Board of Supervisors was called to order on March 9, 2017 at 7:30 p.m., by Chairman Joe Mullen.  All members were present.

 

The Pledge of Allegiance was recited.                                                                                              

A Moment of Silence was observed.

 

PUBLIC COMMENT:

Planning Commission Chairman, Linda Woodward, asked the board if trees can be planted on flood properties purchased by the Township, and if a second tree planting would be done around the Sewer Treatment Plant as a buffer.

Mr. Mullen stated he would look into these suggestions.

 

Denny Lewis of 30 Perry Ave. questioned the board about neighboring property burning garbage. Mr. Mullen stated that Mr. Mauk and Solicitor Roberts will speak and someone will be in contact with the individual.

 

There was discussion about a property on Perry Ave, owned by Nathan Roberts. The land is currently being used to store wood, barrels of oil, and cars. Mr. Roberts stated that he will remove the wood and oil but feels he has the right to leave the cars as they are. He will bring in documentation regarding zoning that he received when he purchased the property, for Solicitor Roberts to reviews.

 

MINUTES:

A MOTION was made, by Ms. Ebright, seconded by Mr. Bennett, to approve the Minutes of the Regular Monthly Meeting of March 9, 2017.

 

BILLS DUE FOR PAYMENT:

A MOTION was made by Ms. Ebright, seconded by Mr. Mullen, to approve bills to be paid from the General Fund in the amount of $30,083.55, Special Police Fund $1,097.59, Highway Fund $1,954.36, Sewer Fund $13,014.09, Debit Card Purchases for the month of February in the amount of $271.00, and Fire Tax Fund in the amount of $1,753.46.

Ratify Special Police Fund check # 336 for $869.46.

 

OLD BUSINESS:

PUBLIC SEWER:

STP OPERATOR’S REPORT:

John Bauer, Sewer Treatment Plant Operator, stated that there was nothing new to report.

KURIAN SEWER HOOK UP:

There is nothing new to report.

SEWER COLLECTIONS:

Mr. Mullen stated that Gary Bittenbender, Sewer Billing Agent, suggested adding a $5.00 late fee to start in 2018 when sewer charges are updated.

BUDGET VS. ACTUAL EXPENSES AND REVENUE UPDATE:

Ms. Ebright reported on the Townships financials.  Everything is doing well.  She also mentioned that she would like more money to be budgeted for the Police Department for 2018.

 

FLOOD MITIGATION PROGRAM – UPDATE:

Mr. Mullen mentioned that he had been in contact with a representative from PEMA whom stated there is no anticipated additional flood buy outs in the foreseeable future.

 

CODE OF ORDINANCES UPDATE:

The matter regarding codification was continued from the February meeting, there was much discussion.

 

LANDLORD REGISTRATION ORDINANCE:

A MOTION was made by Mr. Mullen, and seconded by Mr. Bennett, to begin the process of adopting the Landlord Registration Ordinance. Motion carried.

 

A MOTION was made by Mr. Mullen, seconded by Ms. Ebright, to approve the payment of $25.00, for the list of Township property owners, from the Columbia County Courthouse Tax Office. Motion carried.

 

COMPREHENSIVE PLAN AND ZONING MAP:

There is nothing new to report.

 

HAZARDOUS WASTE PICK-UP AREA:

There is nothing to report.

 

MS4 STORM WATER REQUIREMENTS:

Mr. Mullen mentioned that Montour Township was granted the MS4 waiver, but feels that the Township should still include parts of the process within Township. This will help the Township be prepared for the next phase.

 

NEW BUSINESS:

WELLIVER MINOR SUB-DIVISION:

A MOTION was made by Mr. Mullen, and seconded by Mr. Bennett, to approve the Welliver Minor Sub-Division, in compliance with Solicitor Robert’s review letter dated February 1, 2017, and Columbia County’s review letter dated February 23, 2017. Motion carried.

 

 WIRELESS COMMUNICATIONS ORDINANCE:

A MOTION was made by Mr. Mullen, and seconded by Mr. Bennett, to adopt the Wireless Communication Ordinance, as advertised stating any wireless facility requires a Special Exception. Motion carried.

 

OFFICE COMPUTER BACK-UP:

A MOTION was made by Mr. Mullen, and seconded by Ms. Ebright, to purchase a 2 year/250GB offsite computer back-up agreement with, IDrive Cloud. Motion carried.

OFFICE VACUUM PURCHASE:

A MOTION was made by Ms. Ebright, and seconded by Mr. Mullen, to purchase a Bissell Power Glide Deluxe, for the Township office. Motion carried.

 

REGISTRATION FOR PSATS ANNUAL CONVENTION:

A motion was made by Mr. Mullen, and seconded by Ms. Ebright, to register and cover the registration fee of $150 per person for Mr. Mullen, and Mr. Bennett, for the annual PSATS Conference, held in Hershey, PA. Motion carried.

 

CHART OF ACCOUNTS:

There was discussion regarding QuickBooks line items and reports.

 

TOWNSHIP BUILDING ROOF:

Mr. Mullen stated that he will ask Josh Turner for an official proposal for the repair of the Township building roof.

 

ZONING OFFICER’S REPORT AND

CODE ENFORCEMENT OFFICER’S REPORT:

A full report was submitted by Tim Mauk, Zoning/Code’s Enforcement Officer.

 

PUBLIC WORKS REPORT:

HOLLOW ROAD CULVERT:

There is nothing new to report.

TOWER DRIVE:

Mr. Mullen stated that there are more requirements made by the Conservation district that will affect Tower Drive and Quarry Drive. He will contact the Conservation District regarding this matter.

QUARRY DRIVE:

There is nothing new to report.

SNOW & ICE EMERGENCY ORDICANCE:

Mr. Mullen will ask Chief Eckart to mark roads to be added to the Snow and Ice Emergency Ordinance.

 

POLICE DEPARTMENT REPORT:

Chief Eckart submitted a written report of activities for the month of February 2017.

 

A MOTION was made by Ms. Ebright and seconded by Mr. Mullen, to adopt the Resolution for the sale of the 2009 Dodge Durango, as is, to Greenwood Township, for $2,000.00. Motion carried.

 

FIRE COMPANY REPORT:

Fire Chief Brian Fosse submitted a written report of the Fire Company activities for the month of February 2017.  

 

 

PUBLIC COMMENT PERIOD:

Mr. Denny Lewis asked the board to clarify the process of issuing a fine to a noncompliant Codes violator. Solicitor Roberts will review the Ordinance.

 

MEETING DATE:

Mr. Mullen reported that the Montour Township Board of Supervisors will hold their next Monthly Meeting on April 6, 2017, at 7:30p.m.  This is a change of date due to the Easter Holiday.

There being no further business to discuss, the Meeting was adjourned at 8:48p.m., on a MOTION of Mr. Mullen, seconded by Ms. Ebright. Motion carried.
