February 9, 2017 Regular Meeting

The Regular Monthly Meeting of the Montour Township Board of Supervisors was called to order on February 9, 2017 at 7:30 p.m., by Chairman Joe Mullen.  All members were present.

 

The Pledge of Allegiance was recited.                                                                                              

 

A Moment of Silence was observed.

 

PUBLIC COMMENT:

No public comment.

 

MINUTES:

A MOTION was made, by Mr. Bennett, seconded by Ms. Ebright, to approve the Minutes of the Regular Monthly Meeting of January 12, 2016.

 

BILLS DUE FOR PAYMENT:

A MOTION was made by Ms. Ebright, seconded by Mr. Bennett, to approve bills to be paid from the General Fund in the amount of $65,781.73, Sewer Fund $11,444.40, Debit Card Purchases for the month of January in the amount of $61.57, and Fire Tax Fund in the amount of $1,753.46.

Ratify General Fund check # 12206 for $218.28 and Sewer Fund check # 4835 for $200.00. Motion carried.

 

OLD BUSINESS:

PUBLIC SEWER:

 

STP OPERATOR’S REPORT:

John Bauer, Sewer Treatment Plant Operator, stated that 3 pump stations have been cleaned.

There was discussion about electrical components that may need to be raised because of potential flood issues in the near future.

KURIAN SEWER HOOK UP:

There is nothing new to report.

SEWER COLLECTIONS:

There is nothing new to report.

 

BUDGET VS. ACTUAL EXPENSES AND REVENUE UPDATE:

Ms. Ebright reported on the Townships financials.  Everything is doing well.  

 

A MOTION was made by Ms. Ebright, and seconded by Mr. Bennett, to begin online payment for all reoccurring bills. Motion carried.

 

FLOOD MITIGATION PROGRAM – UPDATE:

Mr. Mullen mentioned that the Township is still looking for an individual to replace Terry Hoover as the Township Flood Mitigation Officer.

 

 

CODE OF ORDINANCES UPDATE:

Ms. Ebright questioned whether the Supervisors and the Planning Commission can meet with Gannett Flemming at the same time to save on costs. This issue will be looked into.  Linda Woodward, Planning Commission Chairman, mentioned that Jerry Walls is interested in working on the Update. Tim Mauk, Zoning/Codes Officer, spoke with Hemlock Township about their Code of Ordinance Update and will look into the company they use.

 

LANDLORD REGISTRATION ORDINANCE:

There was much discussion on policies, procedures, and the cost of the Landlord registration.

A MOTION was made by Mr. Mullen, and seconded by Mr. Bennett, to accept the Landlord Registration Forms. No vote was taken on a recommendation of Mr. Mullen to table this issue until next month’s meeting.

 

COMPREHENSIVE PLAN AND ZONING MAP:

A MOTION was made by Mr. Mullen, and seconded by Mr. Bennett to accept the current Comprehensive Plan recommendations from the Planning Commission. Motion carried on a 2 to 1 vote with Mr. Bennett voting no.

 

HAZARDOUS WASTE PICK-UP AREA:

There is nothing to report.

 

MS4 STORM WATER REQUIREMENTS:

Mr. Mullen mentioned that Scott Township, Hemlock Township, and Montour Township will be meeting on February 10, 2017 to talk about working together with MS4 regulations and engineering reviews.

 

NEW BUSINESS:

RESOLUTION TO ADOPT OF COL. CO. HAZARDOUS MITIGATION PLAN;

A MOTION was made by Mr. Mullen, and seconded by Mr. Bennett to adopt the Columbia County Hazardous Mitigation Plan. Motion carried.

 

ZONING OFFICER’S REPORT:

CODE ENFORCEMENT OFFICER’S REPORT:

A full report was submitted by Tim Mauk, Zoning/Code’s Enforcement Officer.

 

Mr. Bauer mentioned that he believes the Howe property needs a pump station to be hooked up to the sewer line. There was further discussion on starting the process.

 

PUBLIC WORKS REPORT:

HOLLOW ROAD CULVERT:

There is nothing new to report.

 

TOWER DRIVE:

A MOTION was made by Mr. Mullen and seconded by Mr. Bennett, to put out for bids for Bank Stabilization on Tower Drive, adjacent to the Sponenberg Farm. Motion carried.

QUARRY DRIVE:

A MOTION was made by Mr. Mullen and seconded by Ms. Ebright to put out for bids to reform and resurface Quarry Drive.

 

UPDATE INTERNATION PROPERTY MAINTENANCE & BUILDING CODE’S:

Mr. Mullen stated that Solicitor Roberts didn’t find it necessary to change our Ordinance which provides for the 2006 edition of the Property Maintenance and Building Code. This topic was discussed earlier in the meeting.

 

UPDATE LOCAL CENSUS ADDRESSES:

Mr. Mullen asked Mr. Bennett if he would be interested in checking the accuracy of Township addresses for the 2020 Census. Mr. Bennett accepted the responsibility.

 

POLICE DEPARTMENT REPORT:

Chief Eckart submitted a written report of activities for the month of January 2017.

A MOTION was made by Mr. Mullen, and seconded by Ms. Ebright to continue the probation period for Officer Stotelmyer for another 6 months. Motion carried.

A MOTION was made by Mr. Mullen, and seconded by Ms. Ebright, to accept the Police contract for Chief Terry Eckart. Motion carried.

A MOTION was made by Mr. Mullen, and seconded by Mr. Bennett to accept the Police contract for Officer Jared Bangs. Motion carried.

           

FIRE COMPANY REPORT:

Fire Chief Brian Fosse submitted a written report of Fire Company activities for the month of January 2017.  

 

PUBLIC COMMENT PERIOD:

Ms. Woodward mentioned that the Planning Commission has recommended that the Supervisors reach out to Cooper Township regarding sewer line connections. Mr. Bennett will contact Cooper Township. 

The Planning Commission also recommends moving forward with the Welliver Minor Sub-Division plan, with any stipulations from Rich Roberts, Montour Township Solicitor.

 

MEETING DATE:

Mr. Mullen reported that the Montour Township Board of Supervisors will hold their next Monthly Meeting on March 9, 2017, at 7:30p.m.

There being no further business to discuss, the Meeting was adjourned at 9:00p.m., on a MOTION of Ms. Ebright, seconded by Mr. Mullen. Motion carried.
