January 12, 2017 Regular Meeting

The Regular Monthly Meeting of the Montour Township Board of Supervisors was called to order on January 12, 2017 at 7:30 p.m., by Vice Chairman Lori Ebright.  All members were present, except Chairman Joe Mullen.

 

The Pledge of Allegiance was recited.                                                                                              

A Moment of Silence was observed.

 

PUBLIC COMMENT:

No public comment.

 

MINUTES:

A MOTION was made, by Mr. Bennett, seconded by Ms. Ebright, to approve the Minutes of the Regular Monthly Meeting of December 8, 2016, and the Reorganization Meeting of January 3, 2017. Motion carried.

 

BILLS DUE FOR PAYMENT:

A MOTION was made by Mr. Bennett, seconded by Ms. Ebright, to approve bills to be paid from the General Fund in the amount of $34,236.43, Special Police Fund $502.48, Sewer Fund $12,186.48, Debit Card Purchases for the month of December in the amount of $347.56, and Fire Tax Fund in the amount of $2,774.46, and to ratify Gen Fund check # 12183 for $15,000.00 and check # 12185 for $136.08. Sewer Fund check # 4834 for $41.38. Motion carried.

KURIAN SEWER HOOK UP:

There is nothing new to report.

 

SEWER COLLECTIONS:

Theresa Hampton reported that she received a new list of names that delinquent letters were sent to. If there is no response to these letters a demand letter will be sent as a final warning before going to collections.

 

BUDGET VS. ACTUAL EXPENSES AND REVENUE UPDATE:

Ms. Ebright reported on the Townships financials.  Everything is doing well.  

 

FLOOD MITIGATION PROGRAM – UPDATE:

Ms. Ebright mentions that the Township is looking for an individual to replace Terry Hoover as the Township Flood Mitigation Officer.

CODE OF ORDINANCES UPDATE:

Planning Commission Chairperson, Linda Woodward, recommended that the Zoning Hearing Board have a monthly meeting to address Code and Zoning updates from the Planning Commission.

Rich Roberts, Township Solicitor stated that he doesn’t think it is necessary but will look into it.

LANDLORD REGISTRATION ORDINANCE:

Solicitor Roberts stated that he is collecting draft appeal forms, license registration, violation letters, and other forms. Once those items are put together and approved by the Board, the Ordinance can be advertised.

 

COMPREHENSIVE PLAN AND ZONING MAP:

Ms. Woodward presented the Planning Commission recommendation in response to the Supervisors suggested changes to the proposed Comprehensive Plan.

A MOTION was made by Ms. Ebright, and seconded by Mr. Bennett to authorize the Planning Commission to engage Gannett Flemming, to do the revision to the Comprehensive Plan, not to exceed $5,000. Motion carried.

At this time Mr. Mullen entered the meeting.

A MOTION was made by Mr. Mullen, to proceed with a revised Comprehensive Plan as per the Planning Commission recommendations with possible minor variation with regard to boundary lines. Motion failed due to lack of second.

 

HAZARDOUS WASTE PICK-UP AREA:

There is nothing to report.

 

SMALL CELL TOWERS:

Solicitor Roberts stated that Natasha Horton, of Cohen Law Group, had not made all of the changes he submitted and he would be contacting her about this matter.  Because of these changes the Ordinance will have to be advertised again and another hearing will be held at a later date. Due to Solicitor Roberts schedule he will set this up for the March meeting.

 

SIGN ORDINANCE:

A MOTION was made by Mr. Mullen, and seconded by Ms. Ebright to adopt the revised Sign Ordinance as written. Motion carried.          

 

MS4 STORM WATER REQUIREMENTS:

Mr. Mullen mentioned that Scott Township, Hemlock Township, and Montour Township will be meeting to talk about working together with MS4 regulations.

 

NEW BUSINESS:

A full report was submitted by Tim Mauk, Zoning/Code’s Enforcement Officer.

A MOTION was made by Mr. Mullen, and seconded by Mr. Bennett, to hire Damon Rasmussen as a part-time Road Crew member at a rate of $11.00 per hour. Motion carried.

 

POLICE DEPARTMENT REPORT:

Chief Eckart submitted a written report of activities for the month of December, 2016.

           

FIRE COMPANY REPORT:

Fire Chief Brian Fosse submitted a written report of Fire Company activities for the month of December, 2016.  

 

PUBLIC COMMENT PERIOD:

No public comment.

 

Solicitor Roberts announced an executive session to be held following the meeting regarding personnel matters and possible litigation.

 

MEETING DATE:

Mr. Mullen reported that the Montour Township Board of Supervisors will hold their next Monthly Meeting on February 9, 2017, at 7:30p.m.

There being no further business to discuss, the Meeting was adjourned at 8:40p.m., on a MOTION of, Mr. Mullen seconded by Ms. Ebright. Motion carried.
