November 10, 2016 - Regular Meeting

The Regular Monthly Meeting of the Montour Township Board of Supervisors was called to order on November 10, 2016 at 7:30 p.m., by Chairman Joseph Mullen.  All members were present. 

 

The Pledge of Allegiance was recited.

A Moment of Silence was observed.

PUBLIC COMMENT:

George Welliver mentioned a concern regarding dead trees on township roads, as well as work he feels is needed on Welliver Rd. There was further discussion on these matters.

MINUTES:

A MOTION was made, by Ms. Ebright, seconded by Mr. Bennett, to approve the Minutes of the Regular Monthly Meeting of October 10, 2016, and the Minutes of the Special Meeting of October 19, 2016. Motion carried.          

BILLS DUE FOR PAYMENT:

A MOTION was made by Mr. Bennett, seconded by Ms. Ebright, to approve bills to be paid from the General Fund in the amount of $47,836.67, Special Police Fund $753.25, Sewer Fund $10,606.67, Debit Card Purchases for the month of October in the amount of $238.41, and Fire Tax Fund in the amount of $7,102.34. Ratify General Fund check # 12091 for $3,177.33 and check # 12092 for $200.00. Motion carried.

OLD BUSINESS:

PUBLIC SEWER:

STP OPERATOR’S REPORT:

John Bauer, Sewer Treatment Plant Operator, was not present.

KURIAN SEWER HOOK UP:

There is nothing new to report.

SEWER COLLECTIONS:

There is nothing to report.

BUDGET VS. ACTUAL EXPENSES AND REVENUE UPDATE:

Ms. Ebright reported on the Townships financials.  Everything is doing well.  

FLOOD MITIGATION PROGRAM – UPDATE:

Mrs. Hampton reported Project 1 is complete.  The Township received ICC monies that were to be divided up between 8 residents, whose properties were affected by Project 1. She also stated Project 2 is nearly complete.

CODE OF ORDINANCES UPDATE:

 There is nothing new to report.

LANDLORD REGISTRATION ORDINANCE:

There is nothing to report at this time.

COMPREHENSIVE PLAN AND ZONING MAP:

Linda Woodward, Planning Commission Chairperson, stated that Jerry Walls attended the last Planning Commission meeting for a question and answer period for newer Planning Commission members. She is hoping to have the Comprehensive Plan put together at their next meeting.  Michelle Brummer will forward the Plan to the Supervisors. There was further discussion on this matter.

HAZARDOUS WASTE PICK-UP AREA:

There is nothing to report.

SMALL CELL TOWERS:

Nothing to report.    

MS4 STORM WATER REQUIREMENTS:

Mr. Mullen mentioned that the Township can ask for a waiver to be removed from the requirements of doing MS4.

NEW BUSINESS:

PSAB WORKSHOP FOR THERESA HAMPTON AND DANIELLE BERKES:

A MOTION was made by Mr. Bennett, seconded by Mr. Mullen, to approve payment for Mrs. Hampton and Mrs. Berkes to attend a PSAB workshop on November 30 and December 1, 2016 in the amount of $275.00 each. Motion carried.

2017 BUDGET:

There was discussion on adding funds to certain line items for the 2017 budget.

A MOTION was made by Mr. Mullen, seconded by Mr. Bennett to carry $100,000 in savings for future emergency needs. Motion carried.

Rich Roberts, Township Solicitor, gave the Board draft copies of the Landlord Ordinance to review.

Solicitor Roberts stated there would be an executive session following the meeting regarding possible litigation.

ZONING OFFICER’S REPORT:

A full report was submitted by Tim Mauk, Zoning Officer.

CODE ENFORCEMENT OFFICER’S REPORT:

A full report was submitted by Tim Mauk, Code’s Enforcement Officer.

PUBLIC WORKS REPORT:

HOLLOW ROAD CULVERT:

Mr. Mullen stated that work on the Hollow Road culvert will hopefully be done next year.

TOWER DRIVE:

Mr. Mullen stated that he is waiting to hear from Greg Dibble, to quantify a bid for the work to be done to Tower Road.

QUARRY ROAD:

Mr. Mullen stated that work on Quarry Rd. may have to be done next year due the lack of road crew employees, and that he has put a letter in asking for an extension to be given.

FUTURE ROAD PROJECTS:

Mr. Mullen asked that any funds, within reason, left over after bills are paid between now and the next Supervisors meeting, be put toward the back hoe loan.

A MOTION was made by Mr. Mullen, seconded Mr. Bennett to accept the letter from Williams Pipeline as a promise to bond Valley Road, if there is any damage done above normal wear and tear. Motion carried.

A MOTION was made by Mr. Mullen, seconded Ms. Ebright to hire Raymond Sobolesky as a new part time Road Crew member at an hourly rate of $12.00 effective immediately.  Motion carried.

POLICE DEPARTMENT REPORT:

Chief Eckart submitted a written report of activities for the month of October, 2016.      

A MOTION was by Mr. Mullen, seconded by Mr. Bennett, to approve the purchase of a Police cruiser from Beyer Fleet, pursuant to a Co Stars contract, and any outfitting needed from Keystone Communications for a total of $36,999.98. Motion carried.

FIRE COMPANY REPORT:

Fire Chief Brian Fosse submitted a written report of Fire Company activities for the month of October, 2016.  

A MOTION was made by Mr. Mullen, seconded by Mr. Bennett, to adopt the tentative 2017 budget. Motion carried.

PUBLIC COMMENT PERIOD:

There was no public comment.

MEETING DATE:

Mr. Mullen reported that the Montour Township Board of Supervisors will hold their next Monthly Meeting on December 8, 2016, at 7:30 p.m.

There being no further business to discuss, the Meeting was adjourned at 9:15p.m., on a MOTION of, Mr. Mullen seconded by Mr. Bennett. Motion carried.
