January 4, 2018 - Regular Meeting

Chairman Robert Webber called the Regular Meeting of the Montour Township Planning Commission to order on January 4, 2018 at 6:30pm in the municipal building, Rupert, PA.

The pledge of allegiance was recited.

Members present:  Chairman Robert Webber, Vice-Chairman Forrest Bennett, Secretary Paul Kreisher and Andrew Keister.  Absent was Mitch Gallaher.  Also present were Zoning Officer Tim Mauk and Supervisor Linda Woodward.

MOTION Robert Webber, second Forrest Bennett, to approve the agenda as changed.  Motion Carried.

MOTION Robert Webber, second Forrest Bennett, to approve the minutes of the December 5, 2017 meeting as drafted.  Motion Carried.

Matthew & Karla Leiby Subdivision

Matthew & Karla Leiby were present at the meeting.  They wish to subdivide the existing single-family home at 1010 Grovania Drive from the 3.1-acre zoned agriculture property.  The created Lot #1 would contain 1/5 acre and Lot #2 would contain 2.9 acres. Lot #2 would then be added to the adjacent 28.2-acre property at 326 County Line Drive. 

 

Comments from the Commission:

  1. Proposed creation of lot #1 (1/5 acre) does not conform or comply with the minimum one-acre lot size in the agricultural district as noted in the MT zoning ordinance Table of Dimensional Requirements.  The residual lot contains 2.9 acres.
  2. Question if the septic system is sustainable
  3. Financial hardship created by appellant is not a valid hardship: statement of value for the barn on lot #2.
  4. Location of existing well on adjoining property on Grovania drive.

 

A letter will be sent to the Zoning Hearing Board stating these concerns.

 

Ordinance Updates

Robert Webber will contact Jerry Walls concerning the ordinance updates.  The Commission will continue to review the current ordinances with Jerry Walls and Tim Mauk.

 

Public Comment

Linda Woodward addressed problem and abandoned properties in the Township.  For the safety of residents, she asked that the Supervisors act to remedy the problems. 

 

MOTION Paul Kreisher, second Forrest Bennett, to recommend the Board of Supervisors act, for the safety of Township residents, on the Township abandoned properties and properties in disrepair as recognized by Zoning Officer Tim Mauk.   Motion Carried Unanimously.
