February 7, 2017 - Regular Meeting

Chairman Linda Woodward called the February 7, 2017 Regular Meeting of the Montour Township Planning Commission to order at 6:30pm in the municipal building, Rupert, PA.

The pledge of allegiance was recited.

All members were present: Chairman Linda Woodward, Vice-Chairman Forrest Bennett, Secretary Robert Webber, Josh Turner and Paul Kreisher. Also present was Zoning Officer Tim Mauk.

MOTION Robert Webber, second Forrest Bennett, to approve the agenda as changed to add Cooper Township Sewer Service. Motion Carried.

MOTION Robert Webber, second Forrest Bennett, to approve the minutes of January 5, 2017 Reorganization Meeting as drafted. Motion Carried.

Sewer Service
Mahoning Township Supervisors recently passed a resolution that permits Cooper Township to use Mahoning’s sewer lines to link up Route 11 and Bloom Road with Danville’s sewage treatment plant.

MOTION Linda Woodward, second Paul Kreisher, to recommend the Board of Supervisors explore a sewer connection with Mahoning/ Cooper Townships to satisfy (1) growth for Route 11 Highway Commercial properties (2) rectify Valley Road property sewage problems (3) use Montour Township system as primary and Mahoning system as secondary. Motion Carried unanimously.

George & Donna Welliver Minor Subdivision Final Plan
The 5.905 acre Agriculture zoned parcel is owned by George & Donna Welliver, 121 Welliver Drive, Bloomsburg. A 2.261 acre parcel will be subdivided as an add-on to the adjoining property of Ronald Whispell 126 Welliver Drive, Bloomsburg. Mr. Whispell stated that no dwellings or new driveways are planned and certifies the plan is for an add-on lot.

MOTION Paul Kreisher, second Forrest Bennett, to recommend the add-on plan for approval by the Board of Supervisors contingent upon completion of recommendations by Columbia County Planning Commission, Engineer Glace Associates and the “Request for Planning Waiver and Non-Building Declaration” as stated by Solicitor Roberts in his comments dated 2/1/2017. Motion Carried unanimously.

Gannett Fleming Cost of Service to update the Comprehensive Plan
This agreement has been approved by the Board of Supervisors.

Amend Ordinance / Communication Facilities
The Planning Commission reviewed the ordinance amendments and find no necessary revisions.

Comprehensive Plan / Ordinance
The Planning Commission will continue its review of the existing Township ordinance to create a more user friendly version with clear and concise wording. The Township is searching for a professional planner to guide the ordinance updates.
