December 6, 2016 - Regular Meeting

Chairman Linda Woodward called the December 6, 2016 Regular Meeting of the Montour Township Planning Commission to order at 6:30pm in the municipal building, Rupert, PA.

The pledge of allegiance was recited.

Present: Chairman Linda Woodward, Vice-Chairman Forrest Bennett, Secretary Robert Webber, Paul Kreisher and Josh Turner.  Also present was Zoning Officer Tim Mauk.

MOTION Linda Woodward, second Paul Kreisher, to approve the agenda as revised.  Motion Carried.

MOTION Forrest Bennett, second Robert Webber, to approve the minutes of November 1, 2016 as drafted.  Motion Carried.

Gannett Fleming Invoice 057554.01*1-10
MOTION Robert Webber, second Linda Woodward, to recommend the Board of Supervisors pay this invoice in the amount of $995.26.  Motion Carried unanimously.

Cynthia Cleaver & George Mowery Minor Subdivision Plan (date 12/5/16) Tower Drive, Danville, PA
Surveyor Matthew Laidacker was present and reviewed the plan revised to meet comments from the Columbia County Planning Board, Engineer Glace Associates and Solicitor Richard Roberts.   

MOTION Forrest Bennett, second Robert Webber, to recommend the plan for approval by the Board of Supervisors.  Motion Carried unanimously.

John Clinton Klingerman Minor Subdivision Final Plan (date 12/5/16) 405 Golden Valley Drive, Bloomsburg PA
Surveyor David Drumheller was present and reviewed the plan revised to meet comments from Solicitor Roberts and Engineer Glace Associates.

MOTION Josh Turner, second Robert Webber, to recommend the plan for approval by the Board of Supervisors.  Motion Carried unanimously.

Linda Woodward Application for Special Exception – 249 Grovania Drive, Bloomsburg, PA
MOTION Paul Kreisher, second Josh Turner, Robert Webber voting yes, Forrest Bennett voting yes and Linda Woodward abstaining to vote, the Planning Commission has no opposition to the Special Exception.   Motion Carried.

Comprehensive Plan
In response to the Supervisors request for revision to the proposed comprehensive plan, the following changes are recommended by the Planning Commission. Explanation: Changes are recommended to promote appropriate and orderly commercial and residential development of the Township.

A) Area 6 on Future Land Use Map #7: Change from Conservation to Highway Commercial
As an area of the Township, that is suggested most likely to develop with public sewer, and/or water: MOTION Linda Woodward, second Paul Kreisher, to recommend the Board of Supervisors extend the highway commercial zone south of Route 11 to where the slope is identified as too steep for development (this area will remain conservation) from the western line of the area zoned SR to the eastern line of property invested in the Ag Security Area, and overlay the HC zone with a proposed high density (Condo Townhouse) residential definition. A note of recommendation to be added to the map that when and if the parcels invested currently in the Agricultural Security Area are removed from ASA they should be zoned HC. Motion carried unanimously.

B) Area X South West Quadrant on Future Land Use Map #7: Identified as a potential Intensive Agriculture Zone
MOTION Linda Woodward, second Robert Webber, to recommend the Board of Supervisors remove the circle initially identified by planning as the general area of the Township as the most appropriate location for intensive farming, e.g., CAO, CAFO's, and place a note to the Zoning map, that the Agriculturally zoned areas South of Grovania Drive to the North; and West of Grovania Drive on the East, is the most appropriate location in the Township recommended for future such development. Voting yes to this motion: Linda Woodward, Robert Webber, Josh Turned and Paul Kreisher. Voting no to this motion: Forrest Bennett. Motion Carried.

C) Area 2 on Future Land Use Map #7: Change from Agriculture to Suburban Residential
As an area of the Township, suggested the most likely to develop with public sewer, and/or water: MOTION Linda Woodward, second Forrest Bennett, to recommend the Board of Supervisors change from Agriculture to Suburban Residential that area identified between Quarry Drive on the West, and Welliver Road to the East, to be identified by property lines on the north and west of parcels 25, 02 008-042, 25, 04 012 09,   25 04 012 01, 25 04 012 08, 25 04 010 09, 25 04 001 08, 25 04 008 01 which is intended to include: Golden Valley Estates, Golden Valley Phase Two, and all parcels on the west side of Welliver Road; Add a note to the map: Properties north of the recommended change, and below Ridge Road to remain Agriculture until future development can be expected. Motion carried unanimously.

D) Area to address Low Income - Senior Housing
As an area of the Township, suggested the most likely to develop with public sewer, and/or water: MOTION Linda Woodward, second Robert Webber, to recommend to the Board of Supervisors the area identified zoned Village Residential to the West of the SR 42 and the Village of Rupert, south of SR 11 as the area of the Township having both the potential, and the capability to develop for low income, and/or senior housing.  Motion carried unanimously.

Public Comment
Tim Mauk asked the Planning Commission to consider a new zoning district for the area behind Golden Valley Estates that would encourage development pleasing to neighboring property owners.  The development could direct lot size, building size and building type.

Organization Meeting for 2017
The Organization Meeting will be held January 5, 2017 at 6:30pm to be followed immediately by the January Regular Monthly Meeting.
