October 4, 2016 - Regular Meeting

Linda Woodward called the October 4, 2016 Planning Commission meeting to order at 6:30pm in the municipal building, Rupert, PA.

The pledge of allegiance was recited.

Present: Chairman Linda Woodward, Vice Chairman Forrest Bennett, Secretary Robert Webber and Paul Kreisher.  Josh Turner arrived at 6:55pm. Forrest Bennett left at 7:15pm.  Also present:  Zoning Officer Tim Mauk.

The agenda was accepted as drafted.

MOTION Robert Webber, second Forrest Bennett, to approve the minutes of September 6, 2016 as revised to replace all reference to “Middle Income” with ” Low Income”.  Motion carried. 

Comprehensive Plan
As requested by the Supervisors: the following areas of the proposed comprehensive plan were re-addressed:

(1)  Area X -    SW Quadrant, identified in mapping as a Potential Intensive Agriculture Zone:  Supervisors identified: Geographic boundaries for the Intensive Agriculture Zone have not been defined.   After discussing location, and boundaries, the commission would like to meet with Professional Planner Jerry Walls and Township Solicitor Rich Roberts before taking action.  Action tabled until the November meeting.  Chairman Linda Woodward is to contact both and request their attendance.

(2) Area 2:  MOTION Paul Kreisher, second Robert Webber, to recommend the Board of Supervisors, a change to the proposed comprehensive plan mapping, identifying a change from Agriculture Zone to Suburban Residential of this section, to a smaller definition to be changed and defined bounded from:  Valley Road  North to Ridge Road,   from the 500 kV power line West to Quarry Road, to include  Golden Valley Estates with that area East of the 500 kV Power Line to Welliver Road to remain under Agriculture zoning with a note to the comprehensive plan identifying the anticipation and potential for zoning to move to Suburban Residential in the future as economic pressure and  development determines it appropriate.  Motion Carried.

(3) Area 6: MOTION Linda Woodward, second Robert Webber, in review, to recommend the Board of Supervisors extend the Highway Commercial zone South of Route 11, to where the slope in topography becomes too steep for significant development, and West to Grovania Drive, from the east line of the area already zoned SR (suburban residential).  The recommendation is to overlay HC zoning with a proposed high density residential definition, so as to identify that area of the Township which is most likely to develop with public sewer, and/or water, and to promote both commercial development, and HD residential growth.  Motion Carried.

(4) MOTION Linda Woodward, second Paul Kreisher, to recommend the Board of Supervisors that the area identified by VR (village residential) zoning to the west of the Village of Rupert,  as that area of the Township which has both the potential and the ability to develop for low income, and/or senior citizen housing.  Motion Carried.

Public Comment
Ronald Whispell, 126 Welliver Drive, wants to subdivide two acres from the property of George Welliver, 121 Welliver Drive.  Mr. Whispell asked if he can consider it as an add-on property, but held by a separate deed.  Chairman Linda Woodward identified for Mr. Whispell, that Mr. Welliver in the past had requested approval for selling off another piece of his property, and he was told then that due to there already having been sufficient subdivision of his land, further subdivision of his land will have (has) reached the level of a major subdivision.  Mr. Whispell was advised to have the property owner contact Township Solicitor Richard Roberts with any questions concerning this proposed land sale.
