November 10, 2014 - Special Meeting

A Special Meeting of the Montour Township Board of Supervisors was called to order on November 10, 2014 at 4:20 p.m., by Chairman Gerald W. Powers, with all members present.

The pledge of Allegiance was recited and a Moment of Silence was held.

The Meeting was advertised for General Purposes, but the main purpose was to discuss the Township’s financial situation.

There were no public comments.

Mr. Powers announced that the Board needs to decide how to meet expenses through the end of 2014 and the beginning of 2015 until the taxes are received.

Each fund was discussed and Theresa Hampton indicated that the Highway and Sewer Funds are stable, but the General Fund is low in funds due to many large unexpected expenses this year and a large insurance increase.  $86,619 was spent from the General Fund for flood expenses in 2014, and we are waiting for reimbursement from FEMA/PEMA in the approximate amount of $120,000.00.

Further discussion was held on the Fire Tax.  Each month $1,200.00 is given to the Fire Company plus the truck payment of $1,753.46 is made to First Columbia Bank.  In addition, an annual workmen’s compensation insurance premium is paid from the Fire Tax Account.  With those expenses, the Fire Tax Account will be approximately $2,500.00 over budget at the end of 2014.  It was noted that the second mill was established for the purpose of saving money for the future purchase of equipment.  Their fundraising money should also be saved for equipment.  Mr. Powers  feels that the Board has a right to see where the Fire Tax money goes, but Mr. Mullen indicated that we can’t regulate the money they collect on their own but we can review it.

The Fire Company is asking for the LST money to purchase tools but the 2 mill tax is to cover everything for the Fire Company .   Currently, there is approximately $66,000 in the LST Account and Brian Fosse is under the impression that this money is to be used for the Fire Company.    However, this money is now designated for the Police Department.    Mr. Mullen will speak to Brian Fosse and ask him to readjust the Fire Company Budget.

Much discussion was held on  paying bills through the end of 2014 and into 2015 and the possibility of taking out another Tax Anticipation Loan.  

A MOTION was made by Ms. Ebright, seconded by Mr. Powers, to adjourn the Meeting at 5:50 p.m.  Motion carried.
